About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center seeks 65 units of a Marine Air Systems Inc. pilot house air conditioning system (Part Number DCU27-2361-410A, NSN 4120-01-650-5257) for delivery by September 4, 2026, with quotations due July 17 at 12 p.m. Eastern Standard Time. This is a 100% small business set-aside, brand name sole source procurement.
The procurement is issued as a Request for Quotation (Solicitation Number 2126406B3000DZ064) for a commercial item under FAR Part 12 and is a Firm Fixed Price contract. NAICS code 336611 (Ship Building and Repairing) applies, with a business size standard of 1,000 employees. Place of delivery is USCG Yard, 2401 Hawkins Point Road, Building 88, Baltimore, Maryland 21226.
The Coast Guard's justification for other than full and open competition establishes that the equipment is intended for a 45-foot Rigid Buoy Boat and restricts competition to OEM parts from Marine Air Systems Inc. because manufacturing drawings, specifications, tolerances, parameters, and test procedures are unavailable; attempting manufacture without this technical data could result in major mission degradation. No proprietary information or manufacturing drawings will be provided by the Coast Guard.
Offerors must be registered in SAM.gov and provide their SAM ID and Tax Information Number with their offer. Quotations must be priced FOB Destination. Fair and reasonable pricing determination will rely on market research, comparison with prior reasonable pricing, and comparison with similar items in related industries.
