About this opportunity
The Naval Undersea Warfare Center Division, Keyport, under the Department of the Navy Naval Sea Systems Command, is conducting market research through this sources sought notice to identify potential manufacturers and suppliers capable of producing Cable ASSY, Exploder and 2W7 components. This pre-solicitation notice is not a formal Request for Proposal but rather an information-gathering tool to assess industry capability and capacity. Interested parties must complete the provided "Questionnaire for Industry" and submit responses by February 23, 2026, to naomi.n.newton2.civ@us.navy.mil. The questionnaire requires respondents to provide detailed company information, recommend appropriate NAICS and FSC/PSC codes, identify the timeline to achieve full operational capability post-award, specify pricing methodologies, and disclose any anticipated technical, cost, schedule, or performance risks. Respondents must strictly adhere to Operations Security (OPSEC) requirements and are prohibited from including classified, controlled unclassified, or arms export controlled information in their submissions. It is important to note that submission of information is entirely voluntary, the government assumes no financial responsibility for respondent costs, and all submitted documentation becomes government property.
This procurement involves a quantity of nine units of the specified cable assemblies with no small business set-aside designation. No incumbent contractors or award values are identified in the pre-solicitation notice. The questionnaire requests that respondents indicate their small business status, provide estimated costs for the manufacturing requirement, and specify the number of calendar days needed to achieve operational capability following contract award. Respondents should also address their standard commercial contract terms and conditions, delivery processes, and any setup timeline requirements. Since this is purely a market research initiative, the government has made explicit that it is not soliciting formal proposals, will not respond to specific questions from respondents, and this notice does not constitute a commitment to award a contract or establish any contractual obligation.
