About this opportunity
The Defense Logistics Agency Land and Maritime seeks to procure a manual lathe system with installation and support services, with proposals due July 24, 2026. The procurement is a 100 percent women-owned small business set-aside, foreclosing competition outside that pool.
Place of performance is Silverdale, Washington (Naval Base Kitsap, Bangor, Trident Refit Facility). The requirement specifies a Monarch Lathe 517 or equal, with a maximum footprint of 108.3" × 47.2" × 57.1", 59.0" turning length, 7-horsepower drive, 12 gear steps, and speed range of 44–2,000 RPM. The lathe must include three-jaw and four-jaw chucks, collet chucks, Aloris tool post, digital readout, and associated tooling. All equipment must comply with OSHA requirements (29 CFR Part 1910, Subparts O and S) and receive Nationally Recognized Testing Laboratory certification. The lathe must be asbestos-free and use non-lead and non-chromium paints. Equipment must operate in non-air-conditioned industrial environments with temperatures from 15–110 degrees Fahrenheit and up to 100 percent relative humidity.
The solicitation comprises five firm fixed-price contract line items: the lathe itself, Commercial Off-the-Shelf manuals and supplemental data, NRTL certification, a warranty performance report, and rigging, delivery, and installation services. All items must be delivered and accepted by August 31, 2026. The contractor must complete all work, including design, manufacture, testing, installation, setup, and operator training within 180 days post-award. Delivery is FOB destination. Contractor personnel require Defense Biometrics Identification System badges and U.S. citizenship for facility access. The NAICS code is 333517, Machine Tool Manufacturing, with a size standard of 500 employees. Quotations must be submitted via email to Tricia.Wintersteen@DLA.mil and must include manufacturer name, country of origin, lead time, and completed and signed solicitation; alternate items must include specification sheets to remain in competition.
