About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division in Seattle, Washington, is conducting market research for the Manchester Pier Shimming Project through this Sources Sought Notice. The requirement involves design-build contracting services to restore the vertical load path of the Manchester Pier in Port Orchard, Washington, by shimming timber piles that are currently not in contact with the substructure. The pier, originally constructed circa 1930 with major repairs in 1989, has been identified through recent inspections and load rating analysis as having over sixty timber piles that are either non-bearing or partially bearing, with gaps ranging from hairline to approximately three inches. The primary objective is to re-establish positive bearing connections to ensure the structure can safely support an Owner-Specified Vehicle load of 12,000 pounds as defined in the 2025 Load Rating Report. This is explicitly a pre-solicitation notice for market survey information only and is not a formal solicitation, request for proposal, or invitation for bid; consequently, the government does not guarantee that a formal solicitation will be posted and will not accept or reimburse any proposals submitted in response to this notice.
No set-aside designations are being applied to this procurement opportunity. The pre-solicitation notice does not identify any potential incumbents or current contractors, nor does it disclose a specific award value or budget range for the anticipated project. However, the scope of work involves shimming approximately sixty structural timber piles on an 810-foot-long pier structure, representing a significant civil engineering undertaking. The due date for responses to this Sources Sought Notice is February 25, 2026, and interested firms are encouraged to provide market research information to support NOAA's acquisition planning efforts. The NAICS classification for this opportunity is 237990 (Other Heavy and Civil Engineering Construction), and the PSC classification is C219 (Architect and Engineering—General: Other).
Notice text
This is a Sources Sought Notice (SSN) for market survey information that will be used for acquisition planning purposes only. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTE (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB). NO SOLICITATION IS CURRENTLY AVAILABLE AT THIS TIME AND THE GOVERNMENT DOES NOT GUARANTEE THAT A SOLICITATION WILL BE POSTED FOR THIS REQUIREMENT IN THE FUTURE. ANY PROPOSALS, QUOTES, OR BIDS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT BE ACCEPTED. No reimbursement will be made for any costs associated with providing information in response to this notice, any follow up information requests, or Government use of the information provided.
The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Seattle, Washington (WA), on behalf of NOAA Fisheries, is conducting market research for an anticipated solicitation for Manchester Pier Shimming project.
The Manchester Pier in Port Orchard, WA, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles. Specifically, over sixty (60) timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from hairline to approximately 3 inches.
The purpose of the requirement is to obtain services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner-Specified Vehicle" (OSV) load of 12,000 pounds as defined in the 2025 Load Rating Report.
