About this opportunity
The National Institute of Mental Health (NIMH) Functional MRI Facility (FMRIF), operating under the Department of Health and Human Services National Institutes of Health, is seeking maintenance services for a Siemens Magnetom 7T+ Magnetic Resonance Imaging (MRI) Scanner. This critical research equipment is utilized by researchers primarily from NIMH and NINDS for diverse clinical and basic research protocols, including imaging multiple sclerosis lesions at extremely high resolution, functional MRI of human brain cortical layers, human vision research, and radio frequency hardware development at ultra high magnetic fields. The intended sole source contractor is Siemens Medical Solutions USA, Inc., reflecting the specialized nature of this ultra-high field scanner maintenance requirement. The acquisition will be conducted under Simplified Acquisition Procedures, allowing for solicitation from a single source, and interested parties may submit capability statements demonstrating their capabilities. All offerors must maintain active System for Award Management (SAM) registration and include essential details such as unit pricing, delivery periods, and business size certification. The response deadline is September 15, 2025 at 12:00 pm EST, with submissions required electronically to Andrew Varley at the NIH.
This procurement opportunity carries no set-aside designation, making it available to contractors of all sizes under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a corresponding size standard of $34 million. Siemens Medical Solutions USA, Inc. is positioned as the intended sole source contractor, given their proprietary relationship with the specialized 7T+ MRI technology requiring maintenance. The contract performance period spans from September 24, 2025 through December 31, 2027, providing approximately 27 months of ongoing maintenance services. The solicitation number is 75N95025Q00269, and while specific contract values are not disclosed in this pre-solicitation notice, the specialized nature of ultra-high field MRI maintenance suggests substantial investment in maintaining this critical research infrastructure. The scanner designation FL #400-342363 identifies the specific equipment requiring these essential maintenance services to ensure continuous operation for groundbreaking neurological and medical research.
Notice text
FMRIF is seeking maintenance services for a Siemens Magnetom 7T+ MRI scanner (FL #: 400- 342363) to ensure continuous and proper operation of the scanner. This scanner is utilized by researchers primarily in NIMH and NINDS and their staff for a wide array of both clinical and basic research oriented protocols. This scanner was especially crucial to work imaging the development of lesions in multiple sclerosis patients at extremely high resolution, and allowed more insight into the progress of this disease.
It was also extremely critical in the development of Functional MRI of the human brain at cortical layer resolutions, allowing researchers to study how different layers in the cortex transmit information to, and receive information from, other
parts of the brain. The FMRIF 7TA scanner is also extremely valuable for researchers involved in human vision research, and also for radio frequency (RF) hardware development at ultra high field (UHF, i.e. magnetic fields greater than 3 Tesla).
