About this opportunity

The maintenance services will include comprehensive support with two planned preventive maintenance inspections annually, unlimited remote technical support, and on-site emergency repair services performed by OEM-trained personnel. The government justifies the sole source procurement by stating that BD Biosciences is the original equipment manufacturer and only authorized service provider capable of providing on-site response within 48 hours with factory-trained technicians who have access to proprietary parts and system configurations. While this is not a request for competitive quotations, interested parties, especially small businesses, may submit capability statements to demonstrate they can meet the government's requirements. The response deadline is 10:00 AM EST on Monday, July 7, 2025, with submissions required via email to Contracting Officer John Russell at John.Russell3@nih.gov.
This procurement does not utilize any set-aside designations and specifically identifies Becton, Dickinson and Company as the intended sole source contractor. The contract will be structured as a firm-fixed-price purchase order covering a 12-month base period from September 1, 2025, to August 31, 2026, with quarterly payments made in arrears. The maintenance will cover two BD Biosciences LSRFortessa Special Order Research Product Flow Cytometers with multiple laser configurations, along with FACS Flow Supply Systems and associated computer workstations. All work will be performed at the NIH facility in Bethesda, Maryland, with the contract falling under NAICS code 811210 (Other Electronic Equipment Repair and Maintenance) which has a small business size standard of $34.0 million.
