PRESOLICITATION NOTICE
Maintenance, Repair, and Operations (MRO)
Tailored Logistics Support (TLS)
Africa Region
SPE5B1-19-R-0001
DLA Troop Support Europe and Africa plans to solicit and competitively award multiple firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contracts for Tailored Logistics Support (TLS) for Maintenance, Repair, and Operation (MRO) requirements in the AFRICOM Area of Responsibility (AOR). MRO products include all commercial items associated with the maintenance, repair, and operation of a facility to include, but not limited to: Heating, Ventilation, and Air Conditioning (HVAC) supplies; plumbing supplies (including bath and shower items and ablution units); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); various kinds of tools; chemical, lubricating, and rubber products; construction supplies (including, but not limited to, cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures to include re-locatable buildings (RLBs & ablution units, etc.); utility vehicles; perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by the maintenance personnel); various other commercial supplies required by the war-fighters to accomplish their mission; and related incidental services. Incidental services are standard commercial services that the contractor may be asked to perform in connection with supplying items under the scope of the contract (an example of an incidental service may be purchasing an HVAC unit and having it installed).
The anticipated solicitation will subdivide the MRO Africa region into two zones: Africa Zone 1 - Northern/Sub-Saharan Africa, and Africa Zone 2 - Horn of Africa. A listing of the countries supported under each zone will be provided at the time of solicitation. The Government intends to award Multiple Award TLS contracts to support Africa Zone 1, and a single TLS Prime Vendor (TLS PV) contract to support Africa Zone 2. Each contract awarded will have a five-year ordering period. The Government does not intend to include option years.
This requirement is a follow-on procurement for contracts SPE5B1-14-D-0002 and SPE5B1-14-D-0003. This requirement will be unrestricted. The solicitation will be posted on FBO.gov, on or after April 1, 2019. The solicitation will not be available prior to release on FBO.gov. Interested sources should self-register on FBO.gov for notifications regarding Solicitation SPE5B1-19-R-0001.
