About this opportunity
The Library of Congress Contracts and Grants Directorate has published a Special Notice announcing its intent to award a sole-source firm fixed price contract to Digital Film Technology (DFT), Inc. for maintenance support services of a Scanity Archival Film Scanner located at the Library's Packard Campus for Audio Visual Conservation in Culpeper, Virginia. The contract will be performed at both the contractor's facility and the Library's campus, with a three-year period of performance (one base year plus two optional years) at an estimated total value of less than $350,000. This Special Notice serves as the sole public announcement of the Library's contracting action, publishes the approved Justification and Approval document for public review, and eliminates the need for a formal written solicitation or additional public notice following award. No proposals from competing firms are being requested, as the Library has determined that DFT is the only qualified provider for this specialized equipment.
The primary objective of this contract is to maintain and provide preventative maintenance support for the Library's Scanity Film Scanner (serial number 207) with Wetgate Attachment, which is used to scan motion picture film in various formats. The contract requires comprehensive maintenance services including one year of Total Care support with 24/5 call center access, up to two maintenance visits annually at the Library's facility with 72-hour scheduling availability, factory-trained labor for repairs, software updates, and advance exchange of equipment parts, with all costs on a firm-fixed-price basis including travel and shipping. Due to the specialized and proprietary nature of the equipment, DFT is the sole manufacturer-authorized service provider with access to required parts and technical knowledge, and no other vendors are certified to repair this instrument. The contract period runs from August 17, 2026 through August 16, 2029, and the Library has committed to conducting market research during this period to determine if competitors may enter this niche market. The public posting deadline for review of the sole-source justification was April 17, 2026, and interested parties should note that no further contracting actions or notices are anticipated for this requirement.
