About this opportunity

The Department of the Navy Naval Facilities Engineering Command awarded Modification P00013 to IDIQ contract N4008420D0402 to Nikken Sogyo Co. Ltd. on a sole-source basis for maintenance of incinerator plant equipment and systems, calibration weight scales, operation and maintenance of sewage treatment facilities and sewer lines, paint wastewater treatment system, and cleaning and disinfection of potable water tanks at various locations in U.S. Commander Fleet Activities Yokosuka, Japan. The modification increases the maximum Not-to-Exceed capacity by $20 million for non-recurring work supporting critical utility projects in Fiscal Year 2026.

The sole-source justification cites 10 U.S.C. 3204(a)(1) and rests on unique Japanese legal requirements mandating that the prime contractor hold specific non-transferable licenses issued by the Government of Japan, including a Special Construction License and prefectural permits for industrial waste disposal under Japan's Construction Business Act and Waste Management and Public Cleaning Act. Any new contractor would face unacceptable 4–6 month delays to obtain necessary permits and approximately $3 million in duplicative administrative, legal, and mobilization costs. A sources sought was published on SAM.gov on February 26, 2026, with only Nikken Sogyo Co. Ltd. expressing interest.

The underlying IDIQ contract was awarded on May 28, 2020, on the basis of full and open competition for one 12-month base period and four 12-month option periods. A source-source bridge contract was awarded June 1, 2025, for 12 months to maintain operations during follow-on procurement. Funding utilizes FY26 Operations and Maintenance, Navy appropriations. The follow-on competitive contract is targeted for award prior to the second quarter of FY27.
