About this opportunity
This notice provides details for maintenance dredging of Red Hook Flats Anchorage in New York Harbor. The USACE New York District seeks to remove approximately 500,000 cubic yards of material to depths of -35 to -45 feet MLLW. A contractor must utilize a mechanical clamshell dredge with environmental bucket and transport dredged silt and clay via ocean-going barges to the HARS for placement. The contractor must commence work within five days of the NTP and maintain a production rate of at least 8,000 cubic yards per day to minimize channel impacts while dredging and placing material by December 2023. Plans and specifications will be available in June with bid opening in July and anticipated award that same month.
There is no set-aside designated for this procurement. The work is estimated to cost between $5-10 million under a NAICS 237310 contract. Liquidated damages of $2,646 per day will be assessed until completion.
Notice text
The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of Red Hook Flats Anchorage, New York Harbor, Federal Navigation Project to depths of -35 feet Mean Lower Low Water (MLLW) plus 2 feet of allowable overdepth, -40 feet MLLW plus 2 feet of allowable overdepth and -45 feet MLLW plus 2 feet of allowable overdepth. The proposed maintenance dredging would remove approximately 500,000 cubic yards (CY) of material from the critical shoal area, located within the Red Hook Flats Anchorage. The dredged material would be dredged and subsequently placed at the Historic Area Remediation Site (HARS), approximately 4 miles east of Sandy Hook, New Jersey. The dredged material is expected to consist primarily of silt and clay.
Based on the past dredging projects within the New York Harbor, and restrictions found in the New York State Department of Environmental Conservation Water Quality Certificate, the proposed work can only be performed by utilizing a mechanical clamshell dredge with environmental bucket. Additionally, multiple ocean-going, bottom-dumping barges, tugboats and survey vessels will be needed to perform the work during the dredging and placement activities. The dredging and placement at the HARS would be required to meet all federal, state, and approved local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located.
Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the Notice to Proceed, and maintain an integrated production rate of at least 8,000 cubic yards per calendar day for the dredging and placement of the dredged material. The presence of the dredging equipment in the channel will impact ship traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact.
Plans and specifications for the subject project are expected to be available in June of 2023, with bid opening in July 2023. It is the intention of the government to award in July 2023 and the proposed work is anticipated to take place between August and December 2023. The work is estimated to cost between $5,000,000 and $10,000,000.
Liquidated damages of $2,646.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.
This is an unrestricted procurement.
