DESCRIPTION OF SERVICES:

  • Initial Audit: The contractor shall perform an initial audit to identify any discrepancies with the system since last serviced by Compu Dynamics/Schneider Electric.
  • Quarterly Preventative Maintenance (PM) Visit: The contractor shall perform quarterly visual, environmental, mechanical (including battery PM) and electrical inspection. Verify system firmware and upgrade as applicable. The system has proprietary software (Tuner) that enables diagnostic and performance checkouts and adjustments at the individual component level.  When critical parts are close to their life expectancy (within one year) notify the POCs below to schedule replacement. These visits should be performed during normal working hours Mon-Fri 0700 to 1700.
  • On-Site Service: In the event of system failure, the contractor shall provide a system certified service technician/engineer on-site within 8 hours of notification and verify system status, alarm(s), troubleshoot failure, repair, run functional/diagnostic tests and provide detailed service report. There will be no separate charges for labor and travel. Labor and travel costs associated with any on-site service is included in the price of the services addressed by this contract.  In the event that the spare parts required exceed those available from the spare parts kit (listed in 3.4 below), the service technician shall requisition the parts from a central warehouse to be delivered via overnight express service.  The contractor shall replace all failed parts and associated parts (i.e. if one capacitor fails in a capacitor bank all capacitors will be replaced). The contractor will replace all parts that have signs of failure (leaks, burns, shorts) to prevent future failure.
  • On-Site Training: The contractor shall provide initial system training (re-occurring annually as needed) to no more than six on site facility support technicians at Birk Flight Test Facility (BFTF) South Base, Edwards AFB. Training should provide technicians the ability to understand system health and status, interpret and query on-board automated data log and understand system faults and local reset options outside of regular scheduled service visits.
  • Spare Parts Kit: The contractor shall provision the site with spare parts kits to minimize the chance of a service disruption requiring an overnight delivery of a failed component, and replenish the kit when parts are consumed.

This will be a base contract plus 4 option years.
