About this opportunity

The Department of Health and Human Services has published a Special Notice announcing its intent to award a sole-source contract to Siemens Medical Solutions USA, Inc. for maintenance services on a Siemens Magnetom Terra 7T MRI Scanner. The procurement is being conducted on behalf of the National Institute of Mental Health (NIMH) by the Office of Acquisitions Contracts Management Branch of the National Institute on Drug Abuse (NIDA). The contract solicitation is expected to occur around September 29, 2025, with responses due by September 2, 2025. This procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. The contract is not set aside for small businesses due to the specialized nature of the equipment and services required.

The purpose of this acquisition is to secure preventative maintenance and service for an existing government-owned Magnetom Terra 7T MRI scanner located at the National Institutes of Health in Bethesda, Maryland. The contract structure includes a firm-fixed price base year running from September 29, 2025 to September 28, 2026, with two additional optional periods. Key requirements stipulate that all maintenance services must be performed by Original Equipment Manufacturer (OEM)-authorized service providers using OEM-certified factory-trained technicians and OEM-certified parts exclusively. Eligibility is effectively limited to Siemens Medical Solutions USA, Inc. due to the proprietary nature of the scanner's components and the government's requirement for manufacturer-authorized service capabilities. The sole-source justification is based on the specialized expertise and proprietary access required to maintain this advanced 7T MRI system.
