About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health (NIH) within the Department of Health and Human Services, has issued a Special Notice regarding a sole-source maintenance agreement for two Roche "Discovery Ultra" instruments. This Notice of Intent (NOI) is not a request for proposal but seeks to negotiate directly with Roche Diagnostics Corporation for a 12-month maintenance service contract. The instruments, located in Hamilton, Montana, are considered mission-critical and require comprehensive maintenance to ensure optimal operating condition. The statutory authority for this sole-source requirement is 41 U.S.C. 1901 (a) (1), as implemented by FAR 13.106-1, which allows for procurement when only one responsible source can satisfy agency requirements. The contract period will run from March 16, 2025, to March 15, 2026.
Contractors interested in this opportunity must submit a Capability Statement through the NIAID electronic Simplified Acquisition Submission System (eSASS) by 10:00 am EST on March 13, 2025. The maintenance agreement includes standard unlimited service visits Monday through Friday from 8:00 a.m. to 5:00 p.m., with 24/7 customer support center availability and emergency repair response within 48 hours. Key requirements for potential contractors include demonstrating response time for emergency repairs and providing Roche Corporation certification to service Roche instruments. All vendors must register in the eSASS system to submit documentation, and while the notice is primarily targeted at Roche Diagnostics Corporation, other responsible sources may submit capability statements for consideration. The government retains sole discretion to determine whether to compete this requirement based on the responses received, with the primary objective of maintaining the two specific Discovery Ultra instruments in optimal operating condition.
