About this opportunity
The U.S. Embassy Lima seeks renovation of its main entrance and walkway exterior finishes, with quotations due September 15, 2026 at 16:00 hours Lima time (extended by amendment issued September 10). The procurement is firm-fixed-price on a lump-sum basis with no set-aside.
Place of performance is Peru, at the Embassy compound along Avenida La Encalada. The scope includes replacement of deteriorated finishes at the Chancery entrance and adjacent pedestrian pathways with durable architectural materials. Terrazzo finishes at the Chancery Entrance may be substituted with black slate stone cladding; pathway walls may use large-format porcelain slabs (81 × 324 cm, white concrete appearance) or sintered stone slabs (3.20 × 1.60 m, matte white finish). Terrazzo planters at CAC #2 require light gray surfaces with dark gray decorative bands. All finishes require exterior-grade sealing. Material samples and shop drawings require Contracting Officer's Representative approval before procurement.
Performance must commence within 10 calendar days of award and complete within 90 calendar days. The contractor must furnish performance and payment bonds equal to 50 percent of contract price within 10 days of award, reduced to 10 percent upon final completion and maintained for one year. Required insurance includes general liability of $30,000 per occurrence for bodily injury. Pricing must include all labor, materials, overhead, and profit, with 18 percent VAT shown separately. Liquidated damages are assessed at $75 per calendar day for delays. Pre-work requires finalization of a Safety, Health and Environmental Management Plan, risk assessment matrix, valid SCTR insurance for high-risk personnel, and an Emergency Response Plan with the Embassy Safety coordinator. Contractor personnel may use designated Embassy restrooms. The pre-proposal conference and site visit occurred September 4, 2026 at 10:00 a.m. Award will go to the responsible company submitting the lowest acceptable offer based on initial proposals without discussions, though discussions may occur if needed.
