About this opportunity
The United States Marine Corps seeks support services for the Marine-Air Ground Task Force (MAGTF) Staff Training Program (MSTP) through a SeaPort-NxG small business MAC holder competition, with Step One proposals due August 12 and final Step Two submissions due August 31 (extended via Amendment 0002 issued August 21). This is a total small business set-aside; non-MAC holders will not be evaluated.
Place of performance is Quantico, Virginia (Marine Corps Training & Education Command, 2007 Elliot Road). The NAICS code is 541330, Engineering Services, with a $47 million size standard. Support services span seven functional areas: Exercise Design, MAGTF Analytics, Modeling and Simulation, Documentation, Security, Command and Control/Information Management/Knowledge Management, and Communications and Information Systems, governed by Performance Work Statements in Attachments 1 and 2.
The contract runs for an 11-month base period (March 27, 2027 through February 26, 2028) followed by four one-year option periods and one six-month option period, extending through August 26, 2032. The contract is hybrid fixed-price/cost-reimbursement; offerors must propose fully burdened labor rates for all service line items and accept Government Not-to-Exceed estimates for Travel and Other Direct Costs (CLINs 7001–7502).
This streamlined two-step source selection follows FAR 16.505(b). Step One (due August 12 at 08:00 EDT) requires a maximum seven-page company narrative and past performance summary. Step Two participants (notified by August 18) submit a completed Staffing Matrix (Attachment 9), Pricing Proposal Workbook (Attachment 12), 30 PowerPoint slides, and signed SF33 by August 31 at 08:00 EDT, followed by oral presentations via Microsoft Teams (one hour 15 minutes maximum) during the week of August 31. Evaluation weighs Technical Expertise, Staffing Approach, and Price, with non-price factors significantly more important than price. Offerors must assert small business status, identify teaming partners and subcontractors, maintain CMMC Level 2 (Self) certification, and register in SAM. Proposals remain valid for 240 calendar days. Questions are due August 3 by 08:00 EDT to jose.rodriguez6@usmc.mil and anthony.genao@usmc.mil.
