About this file

This is Amendment 0001 to Solicitation M67854-26-R-3009, issued by Commander MARCORSYSCOM (Marine Corps Systems Command) on August 10, 2026. The amendment extends the proposal submission deadline from August 21, 2026 at 5:00 PM to August 24, 2026 at 8:00 AM EDT and updates multiple attachments to the solicitation.

The solicitation seeks proposals from small businesses under NAICS 541330 (Engineering Services) for a single task order to support the Marine Corps Training Systems Program (MSTP) through a SeaPort contract vehicle using a streamlined two-step source selection process under FAR 16.505(b). Step One requires submission of a seven-page company narrative and past performance documentation by August 12, 2026 at 8:00 AM EDT via PIEE SOL. Viable vendors are invited to Step Two by August 18, 2026 at 5:00 PM EDT, with final submissions of staffing matrix (Attachment 9), pricing proposal workbook (Attachment 12), and 30 presentation slides due August 24, 2026 at 5:00 PM EDT, followed by oral presentations via Microsoft Teams during the week of August 24, 2026. Evaluation criteria include Technical Expertise (exercise design and communications/information systems requirements), Staffing Approach (labor categories and full-time equivalents), and Price. The Government will assess non-price factors as significantly more important than price and may conduct interchanges with the best-valued offeror. Offerors must submit signed SF33 forms, completed representations and certifications, and proposals valid for 240 calendar days after submission. Updated attachments include the Performance Work Statement, PWS Part 5 Workbook, QASP, staffing matrix, pricing templates, and responses to offeror questions.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters

1. General Instructions. Program Acquisition Executive - Marine Corps, Program Manager Training Systems (PM TRASYS) will provide interested Small Businesses under NAICS 541330 - Engineering Services, a fair opportunity for award of a single task order, in accordance with Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(F), using the procedures and evaluation criteria described in this request for contract proposals. The Government will use a streamlined, two-step, source-selection process intended to be minimally burdensome for both the Government and small business SeaPort contract holders who are interested in competing for this requirement.

The procedures of FAR part 16.505(b) apply to this source selection, not FAR part 15. While not an all-inclusive list, some examples of FAR Part 15 requirements that do not apply are competitive range determinations, FAR Subpart 15.3 rules for discussions, and formal evaluation plans. Any reference to FAR part 15 in this solicitation is for illustrative purposes only, as the procedures used for this solicitation are found, instead, in FAR Subpart 16.5.

Offerors are strongly encouraged to carefully review the Performance Work Statement (PWS); Instructions, Conditions, and Notices to Offerors or Respondents; and Evaluation Factors for Award. Please ensure adherence to Section L when providing written submissions under Step One and Step Two, and when preparing the oral presentation under Step Two.

2. Questions about the solicitation documents are due by . Questions. 08:00am Eastern Daylight Time (EDT) on 3 Aug 2026 Questions shall be submitted with the information provided in the Table 1 format via email only to jose.rodriguez6@usmc.mil with cc to anthony.genao@usmc.mil. Telephone inquiries will not be accepted nor addressed. Do not bundle multiple questions into one.

Questions received after the above time and date may not be read or addressed at the Government's discretion.

All Government responses to timely submitted questions will be posted to the Procurement Integrated Enterprise Environment (PIEE) Solicitation (SOL) Module as an amendment to this solicitation. The Government reserves the right to edit and combine questions and to choose which questions to answer. The Government reserves the right to consolidate repetitive or similar questions with a consolidated answer or to correct defects or ambiguities without changing the requirements in order to provide answers consistent with the solicitation.

3. To be eligible as a Small Business for this solicitation, the offeror MUST have the status on the date Proposal Submission.

specified in the solicitation for submission of contract proposals, OR as of the date specified via solicitation amendment, whichever is later. In the event an offeror submits its contract proposal on a date other than the date specified for proposal submission, the Government will confirm an offeror's eligibility as of the date specified in the solicitation (or amendment) for proposal submission, NOT the date on which the offeror submitted their proposal on PIEE SOL.

The Offeror shall include a signed copy of the SF33 as a separate document with their Step Two Submission. The Offeror shall complete block 16 and sign and date in blocks 17 and 18 of the solicitation along with the Representations and Certifications in Section K. Signature by the Offeror on the solicitation constitutes an offer, which the Government may accept. The Offeror's proposal shall be valid for 240 calendar days after the submission due date.

M6785426R30090001 mailto:jose.rodriguez6@usmc.mil mailto:anthony.genao@usmc.mil

Participating in this competition obligates all offerors competing to become the eventual awardee to perform all of the requirements in the solicitation's PWS, not just those upon which offerors are asked to focus their proposals. Each offeror must demonstrate an ability to perform all requirements or to present an acceptable plan that will enable the offeror to perform all requirements by time of award and to confirm in writing the offeror's intent to perform all requirements of the PWS.

3.1. No later than the submission date listed below, interested offerors must Step One - Company Narrative and Past Performance.

electronically submit, via PIEE SOL, no more than seven pages, a description of their experience in performing prior contracts they consider most similar to the solicitation's PWS. Interested offerors should use their judgment on how best to demonstrate, through their seven-page submission, that they possess sufficient prior experience providing the support similar to the Government's requirements and are therefore a viable offeror. The submission should indicate the customer for whom the prior work was performed as well as provide details that demonstrate the similarities to the solicited effort. Within the seven pages, offerors must assert that the firm is a Small Business at the time of its submission.

The offeror shall submit summaries of no more than three recent contracts that are similar to the solicited effort with respect to size, scope, and complexity. To be recent, a contract must have at least 12 months of performance that occurred during the 36 months preceding the Step One submission deadline. The Government will evaluate past performance to determine the level of confidence the Government has that the offeror will successfully perform the requirements, based on the offeror's recent experience performing tasks similar in size, scope, and complexity. The offeror shall not provide Indefinite Delivery Indefinite Quantity (IDIQ) or Blanket Purchase Agreement (BPA) ordering vehicles, comprised of multiple task orders, as past performance references. Instead, for IDIQs or BPAs, the offeror shall provide an individual task order as an individual past performance reference. The Government will consider subcontractor past performance, provided the subcontractor will perform the same or substantially similar functions under this requirement.

In addition to clearly identifying each past performance effort, the offeror shall clearly describe how the prior effort is similar to the solicited effort and shall provide phone and email contact information for the customer representative who is most likely to be able to fully and accurately comment upon the offeror's performance. While the Government may or may not contact past performance references in order to obtain any necessary perspective, the offeror maintains the burden of providing thorough and complete past performance information to facilitate the Government's evaluation.

Offerors shall submit proposal information according to Table 2 - Timeline for Submissions below. All Step One submissions under this solicitation must use letter-sized (8-1/2" X 11") pages, single-spaced, with 1" margins on all sides. One page equals one side of a sheet of paper. Any pages in excess of a page limit will not be considered. Use a 12-point font in Times New Roman, Calibri or Arial.

Tables, graphics, and illustrations are not required but, if used, shall be kept to a minimum and may be prepared with font no smaller than 10-point and single spacing. The use of tables, graphics, and illustrations to circumvent the font restrictions, or any other submission feature that appears to be an attempt to circumvent restrictions, or which renders it more difficult for the Government to evaluate proposals on a fair basis, may result in the elimination of the offeror from consideration. Do not include a cover letter, table of contents, definitions or acronyms listing. If acronyms are used, spell them out at the first use. Include company name and contact information on the first page of the seven-page document (including title page).

The required Step One document shall be uploaded to PIEE SOL.

3.2. Offerors will be notified via email of whether they were selected for Step Two participation. Step Two - Oral Presentation.

Written submissions shall be required by the submission date listed below following the Step One submission deadline. Step Two participants will be provided with the date, time, location, and other logistical information for their oral presentation. The total meeting time will not exceed one hour and 15 minutes, consisting of a 1-hour presentation followed by 15 minutes allotted for Government questions at the end. While there are no limits to the number and roles of attendees, all presenters must be employees of the prime contractor. Offerors should use their best judgment in preparing these oral presentations, as there are no time restrictions allocated by evaluation factors. Presenters may refer to speaker notes and other materials, and demonstrations are permitted.

Offerors will orally present their technical proposal via Teams and explain with sufficient detail how their staffing plan will enable their successful performance at the price proposed.

Offerors shall use slides during their presentation, but the slides are only to act as supplements to the oral presentation. What the offerors present orally is what is proposed and therefore takes precedence over what's provided within the slides. Information not presented orally, even if presented within the slides may not be evaluated by the Government. The oral presentation must present everything the offeror wishes to be considered for evaluation because - - the the oral presentation is the offeror's proposal slides

. The Government does not obligate its evaluators to read or to refer to the slides, after the conclusion of the are not written proposals offeror's oral presentation.

Slide presentations may use graphics and other easily legible fonts, and the offeror bears the risk of any difficulty evaluators may have in being able to read the substance of the submission.

The Government reserves the right to incorporate any proposed technical aspects and/or personnel or positional qualifications as proposed for labor categories into the awarded contract. The Government also reserves the right to record oral presentations.

3.3. Step Two responses must be uploaded to PIEE SOLSlides & Attachments. and must include:

a. Slides for Oral Presentation. The offeror shall submit 30 slides, to be used during the offeror's oral presentation, in MS PowerPoint format. The slides must be clearly legible and should enhance the presentation rather than attempting to duplicate or substitute for it. Title, agenda, section dividers, acronyms, and key term slides will not be counted against the slide limit. Animations and builds are not counted as a multiple slides.

3.4. Proposal Factors.

3.4.1. Offerors shall describe a technical approach that enables the performance of all PWS Factor A: Technical Expertise.

requirements, but for evaluation purposes, offerors shall focus their proposal upon performing the following specific requirements.

a. The offeror shall describe how they will meet all the MSTP Exercise Design requirements contained in PWS Part 5 paragraphs 5.1.a.3. (Planning Book), 5.1.b.1. (Exercise Control), and 5.1.c.4 (J/CFACC)

b. The offeror shall describe how they will meet all the MSTP Communications and Information Systems requirements contained in PWS Part 5 paragraphs 5.7.e.5. (Help Desk Tier I), 5.7.e.6. (Help Desk Tier II), and 5.7.b.1. (Networking).

The Offeror's presentation shall clearly demonstrate a likelihood of success, shall prove that its understanding of the PWS requirements is complete and shall demonstrate that the offeror possesses the capability to fully perform all requirements without introducing risk that imperils the likelihood of successful performance.

Offerors should not merely regurgitate the PWS, copy information found in MSTP-specific PWS attachments or simply reformulate stated requirements into simple "will do" statements. Proposals that merely repeat PWS requirements will at a minimum be deemed to have a weakness or deficiency in regard to those matters.

3.4.2. Each offeror shall submit a completed version of the solicitation's Attachment 9 - Staffing Matrix, Factor B: Staffing Approach.

with its Step Two submission. Offerors shall name all teaming partners and subcontractors. Failure to clearly identify and document the offeror's staffing method to be used to accomplish all PWS requirements may cause the offeror's submission to be determined unacceptable, making the offeror ineligible for award. The Government intends to incorporate the proposed hiring qualifications the offeror lists within its Attachment 9 into contract at award; therefore, the awardee will be required to perform with a staff of employees possessing the qualifications the awardee proposed.

Offerors shall demonstrate how its staffing approach will enable a successful performance by proposing appropriate labor categories, sufficient personnel numbers, and adequate hiring retention qualifications to be used for each position that will enable successful performance of the requirements. Describe the education, if applicable, and experience qualifications that will be used to hire staff.

Note the labor categories proposed and the number of full-time equivalents the offeror will utilize to perform each task. Additionally, provide the date, in number of days following contract award, when the offeror commits to being fully staffed and describe your process for meeting that commitment.

Offerors may correct formatting or formula errors in attachment 9 and shall inform the Government immediately via email at jose.

rodriguez6@usmc.mil and anthony.genao@usmc.mil.

DO NOT provide at any time during the competition personally identifying information for actual individuals/persons the offeror intends to hire. Only provide the skill levels/education levels/experience levels of the proposed personnel. Do not provide the Government with any information that specifically identify any person(s) intended to perform in this effort as the naming of the identification of intended staff, management or other personnel is a potential basis for the Government to disqualify your company for further consideration or award.

The Government intends to incorporate into the contract award, the successful offeror's proposed staffing approach and labor mix. The proposed staffing approach will become a material performance standard of the contract. For reference, attachment 8 - MSTP MEFEX Level of Effort has been provided for informational purposes only. This attachment provides a representative list of major milestones and an estimated level of effort to accomplish the primary MSTP event. The Government does not intend to define minimum staffing requirements; therefore, offeror's staffing approach should not be based solely on this attachment but must instead be focused on accomplishing all requirements of the PWS.

All work to be performed by subcontractors must be explicitly identified in attachment 9.

3.4.3. Each offeror's proposal should represent its best pricing in response to the solicitation. Failure to follow Factor C: Price.

instructions may cause the offeror's submission to be determined unacceptable, making the offeror ineligible for award.

Each offeror selected for Step Two shall load its complete pricing submittal onto Section B - Supplies or Services and Prices of the SF33. The offeror shall submit pricing for every available line item. For Contract Line-Item Numbers (CLINs) 7001 through 7502, corresponding to Travel and Other Direct Costs (ODCs), a Government Not to Exceed (NTE) estimate is provided. Offerors shall propose the Government NTE estimate included under each Travel and ODC CLIN. Failure to follow these instructions may result in the offeror's submission to be determined unacceptable, making the offeror ineligible for award.

Each offeror shall also include a completed copy of attachment 12 - Pricing Proposal Workbook to this RFP with its Step Two submission. The price data shall include the associated fully burdened labor rates for each labor category proposed for this contract. In the event of inconsistencies between Section B and attachment 12 to this RFP, Section B of the SF33 shall take precedence and offerors will be asked to address the conflicting information. Offerors may correct formatting or formula errors in attachment 12 and shall inform the Government immediately via email at jose.rodriguez6@usmc.mil and anthony.genao@usmc.mil. In addition, the offeror's Price Proposal Workbook shall address the following:

a. Specific identification of the respective requirements and the alignment of each requirement to the labor category that was utilized to accomplish the requirements that are aligned to the labor category.

b. The number of hours proposed to perform all requirements delineated in the RFP for each labor category for the offeror proposed subcontractors allocated per month across the base period of performance and the option periods of performance.

c. The total annual hours associated with that labor category's performance for the contract.

d. All dollar amounts shall be rounded to the nearest dollar and shall be evenly divisible by the quantity stated in Section B of the model contract.

e. Offerors shall address subcontract price. Detailed price information shall be provided in the same format, via the same methods as required for the prime.

f. Proposals and any proposal revisions (prime and subcontractor) shall be uploaded electronically into PIEE SOL under solicitation number M67854-26-R-3009. Prime and subcontractor pricing may be submitted in a combined worksheet or submitted separately. Detailed subcontract pricing information may be submitted separately to the Government if the subcontractor does not wish to provide this data to the prime offeror. For price summary data provided separately, subcontractors shall place the appropriate restrictive legend on their data and identify their company name, address, point of contact and solicitation number. Subcontractor price information shall be uploaded to PIEE SOL and/or emailed directly to jose.rodriguez6@usmc.mil with cc to anthony.genao@usmc.mil with a subject line of "RFP: M67854-26-R-3009, Subcontract Pricing for (name of prime contractor)". If subcontractor price information is submitted separately, ensure the prime's CLIN prices include the subcontractor pricing.

Offerors may choose to accept business risk by proposing prices that could cause the offeror to perform at a loss, but the offeror shall expressly acknowledge such decision and demonstrate how the offeror's risk will not directly or indirectly be transferred to the Government, and the offeror must show that the offeror's risk will not negatively affect its likelihood of successful performance.

Section M - Evaluation Factors for Award

1. This is a FAR 16.505(b) fair opportunity competition whose processes are intended to streamline the source General Information.

selection process and to minimize the burdens for both the Government and Contract holders/awardees interested in competing for this requirement. The Government anticipates award to the offeror whose proposal presents the best value to the Government in terms of price and non-price factors. While offerors are expected to initially propose their best terms from a technical, staffing and price standpoint, the Government intends to engage in interchanges to obtain the best valued performance of its requirements.

2. The Government will evaluate the written responses for Step One and for those selected for Step Selection Criteria and Process.

Two, also consider the oral presentations, staffing matrix, and price submissions. The Government may consider any and all written material, to include the Step One submission, when evaluating during Step Two. Any offeror conduct that appears to be an attempt to circumvent the submission requirements or which, in the Government's opinion, renders it more difficult for the Government to evaluate offerors on a fair basis, may result in the elimination of the offeror from consideration.

2.1. The Government will evaluate the offeror's recent past Evaluation of Step One - Company Narrative and Past Performance.

performance record to determine the level of confidence the Government has that the offeror will successfully perform the requirements. First, the Government will only consider recent information (as defined in Instructions, Conditions, and Notices to Offerors or Respondents). Next, the Government will assess the relevance of the effort based on the offeror's recent experience performing tasks similar in size, scope, and complexity to the solicited effort. Then, the Government will assess the quality of the offeror's past performance based upon the information gathered and submitted on how well the offeror performed in past performance efforts. The past performance assessment will be based on the offeror's overall record of recency, relevancy, and quality of performance. The Government assumes no obligation to locate past performance information but reserves the right to consider any relevant information to determine the likelihood that the offeror will successfully perform the required effort. Offerors without a sufficient record of past performance information will not be viewed more or less favorably than those with acceptable records and will not be viewed more or less favorably than those with not acceptable records. The Government will then rate the offeror's Past Performance as either acceptable or not acceptable based on the above-described evaluation method. Any aspect(s) of the offeror's past performance distinguishing it from other offerors will be used during the evaluation of Step One.

The Government will evaluate each Step One submission to determine whether an offeror demonstrated possession of the minimal experience necessary for the offeror to perform the support required by the PWS. The Contracting Officer will notify offerors as to whether-or-not they were deemed to have demonstrated the necessary minimal experience to successfully perform the requirements.

Step One's successful offerors will be invited to participate in Step Two. Offeror's rated not acceptable in Step One will be eliminated from further consideration and will not be permitted to submit a proposal for Step Two.

2.2 Evaluators may, as deemed necessary, question the offeror during, Evaluation of Step Two - Oral Presentation and Submissions.

or at the end of the oral presentation. The oral presentations are the primary source of information being evaluated, therefore information an offeror fails to present orally may not be evaluated by the Government, even if that information is present within the supporting written slides each offeror is required to submit. The written slides are to support the offeror's oral presentation, not to replace. Therefore, the Government will not be obligated to evaluate information only submitted in the slides. During oral presentations the Government may terminate the presentation and cease further evaluation of an offeror's proposal, if at any point the Government determines the offeror lacks the required experience to successfully perform or understand the requirements to successfully perform the work.

2.2.1. Step Two evaluation factors are: Evaluation Factors and Evaluation Methodology.

a. Factor A: Technical Expertise

b. Factor B: Staffing Approach

c. Factor C: Price

For non-price factors, the Government will assign an overall rating of acceptable or not acceptable that reflects the degree to which the offeror's proposal meets or does not meet the solicitation's requirements. The Government will consider additional merits beyond basic acceptability in selecting the best-value awardee of this contract.

Non-price factors, taken together, are significantly more important than price. The Government may perform a price/non-price best-value analysis, if necessary, to select the best-value awardee.

For Factors A and B, the Government will evaluate the contractor's proposal to assess how well the contractor's technical approach demonstrates a complete understanding of the requirement and how well the offeror demonstrates its capability to successfully perform the requirements throughout the period of performance with little to zero risk. The Government will identify and note any aspect of the offeror's proposal which exceeds the requirement and adds merit to the offeror's proposal.

Likewise, the Government will note any aspect of the offeror's proposal that introduces a risk of unsuccessful performance. These aspects of merit and/or risk will be used during the best value trade-off process.

2.2.1.1. Factor A: Technical Expertise. Offerors will be evaluated upon how well:

a. The offeror described how they will meet all the MSTP Exercise Design requirements contained in PWS Part 5 paragraphs 5.1.

a.3. (Planning Book), 5.1.b.1. (Exercise Control), and 5.1.c.4 and (C/JFACC).

b. The offeror described how they will meet all the MSTP Communications and Information Systems requirements contained in PWS Part 5 paragraphs 5.7.e.5. (Help Desk Tier I), 5.7.e.6. (Help Desk Tier II), and 5.7.b.1. (Networking).

2.2.1.2. The Government will evaluate the offeror's proposed labor categories and the number of full- Factor B: Staffing Approach.

time equivalents (FTEs) proposed for each labor category to determine which offeror will provide the staff that is most likely to successfully perform day one of the contract start date per the PWS. The Government will also consider the qualifications, including education and experience the offeror proposes to apply for hiring individual personnel positions across labor categories.

2.2.1.3. The Government intends to make a determination of fair and reasonable pricing on the basis of adequate Factor C: Price.

price competition; however, the Government may use any of the analytical techniques listed in FAR 15.404-1 to determine whether the final price is fair and reasonable. The Government will evaluate offers for award purposes by adding the option periods to the total proposed price for the overall contract price. Evaluation of options will not obligate the Government to exercise the option periods. If an offeror's proposed price appears to be unreasonably low, the Government may exclude the offeror's proposal from further consideration or may raise its concerns with that offeror during interchanges. An offeror intending to undertake/accept business risk by offering the Government an exceptionally low price shall explicitly state such and shall also explain how and why the offeror's business risk will not transfer to its performance of the Government's requirements as an unacceptable risk or unsuccessful throughout the duration of contractor's performance, if awarded. Offerors who choose to accept business risk by proposing prices that cause the offeror to perform at a business loss must have expressly acknowledged its decision and have demonstrated how its risk will not directly or indirectly be transferred to the Government, and that the offeror's decision will not negatively affect its likelihood of successful performance. Offerors who fail to expressly acknowledge such a decision may be eliminated from the competition without further evaluation.

3. The rules of FAR 15.3 concerning competitive range determinations and discussions do not Interchanges with Best-Suited Offeror.

apply to this competition, therefore once the Government identifies the offeror most likely to provide the best value, the Contracting Officer may hold interchanges solely with that offeror to finalize the contract and/or negotiate more favorable terms for the Government. These issues may include non-price and/or price facets of the offeror's proposal, whether or not the offeror already proposed the lowest price. If the parties are unable to successfully conclude negotiations, as determined solely by the Government, the Government reserves the right to negotiate instead with the next best-suited/valued awardee. This process is used to successfully conclude an award of the intended task order, or the Government decides to cancel the solicitation or take other action, as needed to meet its requirements.
