About this opportunity

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is procuring machined safety equipment consisting of one Safety Rail (PN 1214D1135-3), two Safety Rails (PN 1214D1135-4), and one Protective Screen (PN 8293662) through RFQ N6660425Q0440. This firm fixed price procurement requires offerors to possess active Joint Certification Program (JCP) certification to access the export-controlled technical drawings, which must be requested by the company's JCP Custodian via email to the contracting officer. To be considered technically acceptable, vendors must submit both a Welding Procedure Specification (WPS) and Procedure and Qualification Record (PQR), while maintaining active SAM registration throughout the process. The government will evaluate quotes using the Lowest Price Technically Acceptable methodology, incorporating past performance data from the Supplier Performance Risk System, where negative performance information may render a submission technically unacceptable. Electronic quotes must be submitted to Amy Prisco at Amy.K.Prisco.civ@US.NAVY.mil by June 6, 2025 at 2:00 PM EST, with a required quote validity period of at least 90 days from the submission deadline.

This opportunity is designated as a 100% Small Business Set-Aside under NAICS code 332710 (Machine Shops) with a size standard of 500 employees, as concurred by NUWCDIVNPT's Office of Small Business Programs. While no specific contract value is disclosed, the procurement includes a requirement for unique item identifiers on all delivered items with a government unit acquisition cost of $5,000 or more, and payment will be processed electronically through Wide Area Workflow (WAWF). The contract requires FOB destination delivery to NUWCDIVNPT in Newport, Rhode Island, with offerors expected to quote their best available lead time for completion. The solicitation operates under Distribution Statement D/Export Controlled restrictions, limiting access to Department of Defense personnel and certified DoD contractors, and incorporates numerous FAR and DFARS clauses addressing cybersecurity, telecommunications equipment restrictions, and defense information safeguarding requirements. No incumbent contractor information is provided in the solicitation materials.
