About this opportunity

The International Boundary and Water Commission, United States Section (IBWC) is soliciting a bidirectional Spanish-English machine translation service solution for deployment at its El Paso headquarters. The procurement (Solicitation Number FY26r1061017) requires the offeror to provide a memoQ-compatible machine translation engine with API integration, web-based hosting in a FedRAMP-authorized Moderate or High impact environment, and a standalone gist translation interface accessible to seven users. Key technical requirements include customization using IBWC's existing translation memory databases, data cleaning capabilities, support for multiple subdomain engines (up to 10), and compliance with Executive Order 14319 and OMB memoranda regarding artificial intelligence and large language models. The government will award the contract to the responsible offeror whose conforming offer is most advantageous to the government, considering pricing and technical merit. Offerors must submit questions by 3:00 p.m. MST on January 30, 2026, and all quotes are due by 3:00 p.m. MST on February 6, 2026, with quotes remaining valid for 90 days.

This is a 100% Small Business Set-Aside procurement with no identified incumbent contractor. The contract structure consists of a one-year base period plus four one-year option periods, with offerors required to submit pricing on an all-or-none basis for all contract line items. The government anticipates approximately 2,000 pages of translation volume annually, distributed mostly across 300-400 documents with varying lengths, though the exact budget is not specified in available documents. Offerors must propose firm fixed pricing for the base year, with pricing models acceptable on a tier-based approach with defined usage caps or containing usage thresholds subject to bilateral modification if exceeded. Performance will take place in El Paso, Texas 79902, with contractor support required within 24 hours for troubleshooting, and all proposals must include an active Unique Entity Identifier (UEI) and be submitted via email to Angelica Baca at angelica.baca@ibwc.gov.
