About this file
This is a Scope of Work document for a customized bidirectional Spanish-English machine translation (MT) engine procurement by the International Boundary and Water Commission, United States Section (IBWC). The IBWC seeks an MT solution to assist language specialists in reducing turnaround times for large-volume translation projects and producing "gist" translations of time-sensitive correspondence. The solution must include an API plug-in compatible with the memoQ translation environment (from memoQ's supported plugin lists), a web-based hosting method, and a stand-alone interface for gist translations accessible to 7 users (6 staff members plus one contractor). The MT engine must be developed using IBWC's existing memoQ translation memory databases, bilingual/monolingual texts provided by IBWC, and vendor-proposed corpora, with data cleaning, customization tools, sub-domain engine capability, and memoQ API testing included. The proposed solution must be hosted in a FedRAMP-authorized environment at the Moderate or High impact level to protect Controlled Unclassified Information, with current documentation available upon request. Proposals should include up-front capital investment costs, maintenance and support fees, and per-word processing costs if applicable, covering 12 months of service.
The associated solicitation (FY26r1061017) is a Request for Quote issued by IBWC for machine translation services as a 100% Small Business Set-Aside, with the North American Industry Classification System code 541930 (Translation and Interpretation Services) and a Small Business Administration size standard of $22.5 million. The contract consists of a one-year base period plus four optional one-year periods, with quotes required on an ALL or NONE basis for all CLINs. Quotes are due February 6, 2026 at 3:00 p.m. MST and must remain valid for 90 days. All inquiries should be directed to Angelica Baca at angelica.baca@ibwc.gov, with the question submission deadline of 3:00 p.m. on January 30, 2026. Offerors must include an active Unique Entity Identifier (UEI) with their quote and submit via email to the specified contact.

Scope of Work for Customized Machine Translation Engines Objective: To procure a bidirectional Spanish-English machine translation (MT) engine, with an API plug-in for the memoQ translation environment, and a stand-alone method (URL/email/other) for providing “gist” translations to multiple users.
Background:
The mission of the International Boundary and Water Commission (IBWC) is to provide binational solutions to issues that arise during the application of United States - Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region. With several joint U.S.-Mexico projects and initiatives along the border, the Language Specialist is tasked with translation of mission correspondence from Spanish to English, and occasionally from English to Spanish.
Current Configuration:
At present, the United States Section of the IBWC has one contractor who uses memoQ translation memory (TM) software for processing the majority of Commission documents. While helpful with repetitive texts, the Foreign Affairs Office is looking for additional technology to assist in decreasing turnaround times for large-volume projects, and for producing “gist” translations of time-sensitive items that go beyond the staff production capacity.
Requirements:
MT solution should offer the following:
· Bidrectional Spanish <>English engine development using
· existing memoQ TM databases
· bilingual/monolingual texts provided by the IBWC
· bilingual/monolingual texts proposed by the vendor
· Cleaning of existing data prior to compiling the engines
· Customization tools for improvements to engines based on subsequent use
· Ability to establish sub-domain engines
· Testing and verification of memoQ API plug-in
· Solution should be web-based and hosted by the vendor
· Access and use by 6 staff members plus one contractor (7 licenses total if licenses are needed for individuals to use the service).
· Must be a plugin that is currently supported by memoQ. memoQ maintains 2 lists of machine translation plugins they support at: https://www.memoq.com/integrations/machine-translation/public-plugin/ Public Machine Translation Plugins - Translation software - memoQ AND https://www.memoq.com/integrations/machine-translation/private-plugin/ Private Machine Translation Plugins - Translation software - memoQ
· Contractor staff to provide training to USIBWC on how to use the Machine Translation in conjunction with MemoQ.
Security Requirements The proposed web-based application must be hosted in a FedRAMP Authorized environment at the Moderate or High impact level, ensuring compliance with federal security standards for the protection of Controlled Unclassified Information (CUI). The solution must maintain this authorization for the duration of the contract, including adherence to all associated security controls and reporting requirements. Documentation such as the FedRAMP authorization package and current System Security Plan (SSP) must be available upon request.
Additional Desired Capabilities:
· Recommendations for configuration options for MT-based, “gist” translation service
· Training in configuration and use of MT solution
All proposals should clearly outline any up-front capital investment costs, as well as any future maintenance and support or per-word processing costs (if applicable). Quote should cover 12 months of service.
Please note: This is not a request for quotes for human translators nor is it a request for a contractor to perform actual translations of documents. This is a scope of work for Machine Translation plug-in currently supported by memoQ that will be used by a human translator, already under contract, and other staff, to perform English-Spanish document translation.
