About this opportunity

The Air Force Installation Contracting Agency, through the 772nd Enterprise Sourcing Squadron and Air Force Civil Engineer Center, intends to solicit an Owner's Advisor for the Medical Enlisted Training Campus Recapitalization project at JBSA Fort Sam Houston, Texas, with Phase 1 Solution Briefs due September 1, 2026 at 3:00 PM CST. This procurement will be executed as an Other Transaction Agreement under 10 U.S.C. 2808a and is not set-aside.

Place of performance is San Antonio, Texas, with the OA required to operate at or in the immediate vicinity of the site; respondent personnel must obtain unescorted installation access to JBSA Fort Sam Houston.

The project encompasses five Barracks Ships and Dorms (approximately 440,000 square feet each, housing 1,200 personnel per building), Central Utility Plant replacement, and campus-wide civil infrastructure, targeting 30 percent timeline reduction and 20 percent cost reduction through industrialized construction delivery. Work spans three Lines of Effort: Program Management & Advisory Services during design and pre-construction phases, including Owner's Project Requirements translation and independent cost analysis for Guaranteed Maximum Price; Construction Management Services providing on-site quality assurance and compliance monitoring through construction; and Advanced Delivery Integration & Lifecycle Advisory supporting Design-Build-Operate transition feasibility.

Estimated project value exceeds $500 million, with design award anticipated in early August 2026, construction starting late December 2026, and substantial completion targeted January 2029. Eligible respondents are U.S.-based industry, academic, and non-profit organizations with demonstrated mega-project Owner's Advisor experience on projects valued at $500 million or more using collaborative Design-Build methodologies. Phase 1 Solution Briefs are limited to ten pages (excluding cover sheet) and must include technical concept, qualifications with mega-project references, key personnel resumes (one page maximum per person in appendix), organizational chart, and proposed schedule and payment structure. Down-selected offerors advance to Phase 2 oral presentations (mid-September 2026) and Phase 3 negotiations (late September 2026), with OTA award targeted for early October 2026.

Original AOI Posting (10 Aug 26): "Special Notice"

This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice FA8903-OT-MACH1. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

The 772nd Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Center (AFCEC), seeks an innovative, highly capable, and deeply experienced partner to serve as the Owner’s Advisor (OA) for programmatic management during the planning, design, and construction of the Medical Enlisted Training Campus (METC) Campus Recapitalization project at JBSA Fort Sam Houston, Texas.

The Government requires an OA operating at or in the immediate vicinity of San Antonio, Texas, to provide the technical depth, programmatic rigor, and strategic insight required to deliver a massive, modern medical training campus on an active military installation.

The challenge is to define and execute an OA function that is:

  1. Purpose-built for collaborative delivery methodologies (Design-Build Institute of America [DBIA] Design-Build Done Right framework).
  2. Robust enough to manage a MEGA-scale project ($1B+ value) with highly complex utility, dormitory, and industrialized construction requirements.
  3. Flexible and structured to serve as a repeatable, scalable model and to draft the DAF Owner's Advisor Playbook for future installations.
