About this opportunity

The Department of the Air Force Installation and Mission Support Center, in coordination with the 772nd Enterprise Sourcing Squadron and the Air Force Civil Engineer Center, seeks an Owner's Advisor through an Other Transaction Agreement (10 U.S.C. 2808a) for the Medical Enlisted Training Campus Recapitalization project at JBSA Fort Sam Houston, Texas, with Solution Briefs due September 1, 2026 at 3:00 PM CST (amended from August 18, 2026).

Eligible respondents must be U.S.-based industry, academic, or non-profit organizations with demonstrated success as Owner's Advisors on complex collaborative Design-Build projects valued at $500 million or more (amended from $1 billion) and verifiable experience in industrialized and modular construction. Personnel must possess the ability to obtain unescorted installation access to Fort Sam Houston and operate at or near San Antonio, Texas.

The $1 billion-plus METC project encompasses five dormitory and barracks buildings (approximately 440,000 square feet each, housing 1,200 personnel per building), central utility plant replacement, and campus-wide civil infrastructure using industrialized construction methods to achieve 30 percent timeline reduction and 20 percent cost savings. Design award is anticipated in early August 2026; construction begins late December 2026 with substantial completion targeted for January 2029, representing a 70 percent schedule reduction from traditional MILCON timelines.

Phase 1 white paper submissions (maximum 10 pages excluding cover sheet) must include technical concept, qualifications with mega-project references and customer POCs, key personnel resumes, organizational chart, proposed schedule, and payment structure. Phase 2 oral presentations follow mid-September 2026, with Phase 3 negotiations and OTA award targeted early October 2026. The OA engagement spans three milestones: pre-construction and early design (20–30 calendar days); continuous design and construction oversight through substantial completion (approximately December 15, 2026 to July 1, 2029); and commissioning, closeout, and one-year warranty (July 2, 2029 to December 31, 2029). The OA will establish a repeatable, scalable model and draft the Department of the Air Force Owner's Advisor Playbook for future installations.

Original AOI Posting (10 Aug 26):

This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice FA8903-OT-MACH1. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

The 772nd Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Center (AFCEC), seeks an innovative, highly capable, and deeply experienced partner to serve as the Owner’s Advisor (OA) for programmatic management during the planning, design, and construction of the Medical Enlisted Training Campus (METC) Campus Recapitalization project at JBSA Fort Sam Houston, Texas.

The Government requires an OA operating at or in the immediate vicinity of San Antonio, Texas, to provide the technical depth, programmatic rigor, and strategic insight required to deliver a massive, modern medical training campus on an active military installation.

The challenge is to define and execute an OA function that is:

  1. Purpose-built for collaborative delivery methodologies (Design-Build Institute of America [DBIA] Design-Build Done Right framework).
  2. Robust enough to manage a MEGA-scale project ($1B+ value) with highly complex utility, dormitory, and industrialized construction requirements.
  3. Flexible and structured to serve as a repeatable, scalable model and to draft the DAF Owner's Advisor Playbook for future installations.
