About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking small business contractors for implementation, sustainment, special project, and training services for the Maintenance and Business System Modernization (MABSM) system across three Air Logistics Complexes: Ogden (OO-ALC), Warner-Robins (WR-ALC), and Oklahoma City (OC-ALC). The procurement will focus on comprehensive system management, including certification and accreditation, software updates, interface management, user access management, database management, application development, and analytical support for the MABSM system, which serves as the Maintenance Repair Overhaul (MRO) system of record. Interested small businesses are required to submit a response of no more than 6 pages by May 2, 2025, to Hannah Rearick and Jason Neering, providing company details, point of contact information, and documentation supporting their capabilities. The government will use the collected information to determine the most appropriate acquisition strategy, with the proposed North American Industry Classification Systems (NAICS) Code being 541513. Evaluation criteria will focus on the businesses' ability to meet the technical requirements outlined in the Performance Work Statement (PWS) and demonstrate comprehensive system support capabilities.

The opportunity is designated as a Total Small Business set-aside, with specific interest in small business subcategories including Small Disadvantaged, Women-Owned, Veteran-Owned, Service-Disabled-Veteran-Owned, Hub-Zone, and 8(a) businesses. The size standard for the NAICS code 541513 is set at $37.0M, providing a clear threshold for potential bidders. While specific award values are not explicitly stated, the comprehensive nature of the contract suggests a significant potential contract value covering system implementation, sustainment, and support across multiple Air Force logistics complexes. The contract will require ongoing support for system availability, cybersecurity compliance, end-user training, and potential future Maintenance Repair Overhaul Initiative (MROi) transitions. Contractors will need to demonstrate expertise in managing complex government-owned software systems, with the ability to provide continuous technical support and system improvements across multiple geographical locations.
