About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal issued a sole-source justification notice on December 30, 2025, for a 12-month bridge contract to maintain production of M548 Metal Ammunition Containers, critical packaging components for small and medium caliber ammunition used in training and combat operations. Conco, Inc. was awarded the contract (W519TC-26-C-0005) on December 18, 2025, under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302, with the justification that the incumbent contractor is the only responsible source capable of immediately satisfying agency requirements without unacceptable delays. The M548 is a rectangular airtight steel box with internal dimensions of 7 7/16" x 18" x 14" high, and the bridge contract was structured as a firm-fixed-price agreement mirroring the scope of work previously performed under the expired IDIQ Contract W52P1J-20-D-0033. The government determined that any new contractor would require First Article Test (FAT) certification before production, which would cause delays that could directly impact ammunition production and Warfighter readiness during the competitive follow-on procurement process. The specific award value for the bridge contract was not disclosed in the published justification notice, though the technical data package for the M548 container was recertified in February 2024 to support the procurement action.
