About this file

This is a Justification and Approval (J&A) document for a sole-source bridge contract with Conco, Inc. for M548 Metal Ammunition Containers, issued by the U.S. Army Contracting Command - Rock Island (ACC-RI). The contract is a Firm Fixed Price bridge contract to ensure continued supply of ammunition containers while a new contractor prepares for production. The M548 is a rectangular airtight steel box with internal dimensions of 7 7/16" x 18" x 14" high, used for storing and moving small and medium caliber ammunition. The government conducted market research with a Sources Sought Notice in June 2023, and a follow-on competition is ongoing, with the bridge contract serving as a stopgap to maintain ammunition container availability.

The justification for sole-source procurement is based on Conco, Inc. being the incumbent contractor with a proven track record, and any new contractor would require a First Article Test (FAT) before production. The delay in receiving containers could directly impact ammunition production and Warfighter readiness. The technical data package for the M548 container was updated and recertified in February 2024, and the government has determined that Conco, Inc. is the only responsible source that can immediately satisfy agency requirements without unacceptable delays.
