About this opportunity
Fleet Logistics Center Puget Sound, acting on behalf of Naval Supply Systems Command, seeks repair of the M4 Mooring Winch onboard a T-AKE Class Vessel in Korea, with quotes due June 23. This is a sole-source procurement restricted to OEM MACGREGOR USA INC; the equipment qualifies as a Ship's Critical Safety Item under MSC N7 designation, and only qualified sources approved by the Design Control Activity may produce and service it. The Government will consider responses from interested companies solely to determine whether to conduct a competitive procurement; a decision not to compete remains within Government discretion.
Place of performance is Chin Hae, Korea. Performance period runs August 1 through September 14, 2026. The procurement is a firm-fixed-price Supply-type Purchase Order under FAR Part 12, issued as NAICS 336611 (Ship Building and Repairing) and PSC J998 (Non-Nuclear Ship Repair—East). Work scope includes comprehensive repair and servicing of the M4 mooring winch on the aft mooring deck, governed by NAVSEA Drawing 582-7488941 and MSC Standard Drawing 803-7081122. The contractor must provide all labor and materials, with final service report documentation required upon completion. Government-furnished property includes 11 provisioned line items (mechanical components: safety clutch, parallel keys, disk, socket and cap screws, bearings, spherical roller bearing, and planetary gear sets), all non-serially managed and designated "Use As-Is" with upgradable status. Critical safety requirements mandate strict adherence to high-voltage electrical system protocols, including de-energization of all electrical cables before work commences, and hazardous waste disposal in compliance with local regulations. Evaluation will weigh technical capability including delivery date, past performance, and price for reasonableness determination per RFO 12.203. Anticipated award is June 2026. Contracting Officer: Ryan Storruslen, 360-476-0374.
