About this opportunity

The Department of the Army is soliciting proposals for 117 M11 Small Arms Storage Racks (NSN: 1095-00-897-8755, Part No. 8429990) through Army Contracting Command-Detroit Arsenal under full and open competition using Federal Acquisition Regulation Part 15 (Contracting by Negotiation). This procurement requires offerors to possess a current DD Form 2345 (Militarily Critical Technical Data Agreement) and be certified under the U.S./Canada Joint Certification Program to access the export-controlled Technical Data Package, with processing time estimated at 6 to 10 weeks; failure to obtain TDP access prior to proposal submission will result in automatic rejection. The government will award a single firm-fixed-price contract with a 100% option for a one-time buy on a best-value basis to the eligible offeror whose proposal provides the greatest overall benefit. Key requirements include submission of a First Article Test of 5 units (unless a waiver is granted), compliance with Operations Security (OPSEC) requirements and Controlled Unclassified Information handling protocols, delivery within 150 calendar days following First Article Test approval, and submission of required contract data items including Engineering Change Proposals and OPSEC Awareness Training certificates. The proposal due date has been extended to April 21, 2026 at 1:00 p.m. Eastern Time, with all solicitation amendments issued electronically through the System for Award Management (SAM) website.

This solicitation is unrestricted with no set-aside designations and does not identify any incumbent contractors or current suppliers. The procurement is classified under NAICS code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) with a size standard of 1,000 employees, and PSC code 1095 (Miscellaneous Weapons). The specific award value or budget range is not disclosed in the solicitation materials provided, though the contract covers a one-year period with delivery obligations commencing after First Article Test approval. The contract will be performed at Anniston, Alabama 36201, and all interested parties must monitor SAM.gov regularly for solicitation amendments, as the government will not maintain a vendor mailing list and failure to acknowledge amendments prior to the proposal deadline may result in offer rejection.
