Work includes three mandatory tasks and one optional task: Task 1 (six-month performance) integrates the LASER CoreLsa library into M-PAGES to enhance the SdSolve normal equation solver with a performance benchmark of processing 100 GPS stations with 24-hour observations in less than one hour; Task 2 consolidates differential leveling, total station, and EDM observation tools into a single Python application; Task 3 ports existing Perl 5 and Matlab antenna calibration source codes to Python with Windows GUI capability. The optional task updates the LASER engine to Eigen library version 5.0.0.
Evaluation is based on three pass/fail criteria: Technical Acceptability/Capability, Past Performance on related contracts within the past three years, and Price, with award to the lowest-priced technically acceptable quote on an all-or-none basis.
