About this opportunity
The Naval Air Systems Command (NAVAIR) is preparing to award a modification to an existing contract for comprehensive Tomahawk Land Attack Missile support services. The procurement focuses on AGR5 parts and assemblies, including specific technical tasks such as disassembly of AGR4 units, circuit card assembly, unit testing, and modification of Automated Test Equipment (ATE). NAVAIR intends to award the contract directly to Raytheon Company, citing their unique qualifications as the sole developer and manufacturer of the Tomahawk missile since 1994. The agency emphasizes that Raytheon exclusively possesses the current configuration, manufacturing data, and technical documentation for Block IV and Block V Autonomous Underwater Replacement (AUR) missiles. The pre-solicitation notice was posted on April 14, 2025, with responses due by April 28, 2025, and explicitly states that while this is not a formal Request for Proposals, all responsible sources may submit a response for consideration.
The contract opportunity does not have a specific small business or socioeconomic set-aside designation. Raytheon is identified as the intended sole-source contractor, with a focus on integrating M-Code technology into the Tomahawk AUR missile to meet U.S. Navy Fleet Requirements. The procurement is classified under NAICS code 336419 for Guided Missile and Space Vehicle Parts Manufacturing and PSC category 1410 for Guided Missiles. Critical to the contract is Raytheon's exclusive control of export-controlled missile data and technical knowledge, which prevents other sources from competing. The modification will support critical activities including first article inspection, acceptance testing, and delivery to the Recertification Program. While specific contract value is not disclosed, the notice emphasizes the time-sensitive and specialized nature of the required missile technology integration.
Notice text
Naval Air Systems Command (NAVAIR) intends to award and negotiate a modification to contract N0001919C0083 for the procurement of AGR5 parts and AGR5 specific assemblies, disassembly of PMA-280 supplied AGR4 units, assembly of AGR5 Circuit cards, assembly and test of AGR5 units, modification of missile-level and AGR5-level Automated Test Equipment (ATE) to support AGR5 LRIP, AGR5 design modifications and requalification due to component availability issues, First Article Inspection (FAI), AGR5 Acceptance Testing, and AGR5 deliveries to the Recertification Program.
NAVAIR intends to award this effort to Raytheon Company. Since 1994, Raytheon has been the sole developer, designer and manufacturer for the Tomahawk Land Attack Missile. RAY solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V AUR missile and is the only source capable of performing the required integration and testing. RAY maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. RAY is the only known source that currently possesses the required technical knowledge, expertise, data and facilities required to integrate M-Code into the TACTOM AUR missile within the required time and budget available to meet U.S. Navy Fleet Requirements. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. All responsible sources may submit a response which, if timely received, must be considered by the agency.
