About this opportunity
The Department of Veterans Affairs Texas Valley Coastal Bend Health Care System (VATVCBHCS) is seeking an annual Software Support Agreement for the LYNX Server Model #LYNXS-R5-UP Duress System, a critical emergency communication tool for network workstations. This solicitation (36C25725Q0107) requires comprehensive software support services including remote application support, software updates, emergency telephone support, and online training via MS Teams. The contract will be awarded based on three primary evaluation factors in descending order of importance: Technical Capability, Past Performance, and Price. Interested vendors must submit their electronic quotes by December 10, 2024, at 3:00 PM CST. The evaluation will assess contractors' capabilities to provide support during Monday-Friday hours from 8:00 AM to 4:30 PM, with a focus on maintaining and troubleshooting the LYNX system to ensure patient safety and incident response.
The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541519 with a $34 million size standard. There is currently no incumbent contractor, as the service has been previously paid via credit card without a formal contract. The contract will be a firm-fixed price agreement with a base year from January 1, 2025, to December 31, 2025, and four additional one-year option periods extending potential performance through December 31, 2029. The place of performance is located in Harlingen, Texas 78550. Past performance will be evaluated through SAM.gov, and the contract includes specific wage determination requirements for Cameron County, Texas, with minimum hourly rates established by the U.S. Department of Labor and provisions for fringe benefits and paid time off.
