About this opportunity

The Department of Commerce intends to award a sole source contract to Lutron Services Co., Inc. for maintaining, repairing, necessary upgrading, and support of the current Lutron lighting control system at the Herbert C. Hoover Building in Washington, D.C. The justification provided indicates the current Lutron products, software, and infrastructure deployed must remain in place to ensure continuing operation of the lighting system. The contract would have a one-year base period and four one-year option periods to provide these services in compliance with requirements of the General Services Administration and the building's infrastructure. Responses to the pre-solicitation notice are due by June 16, 2023 electronically to the specified contracting staff for consideration.

The contract has no set-aside designation. As a sole source award, it will be issued to the incumbent contractor Lutron Services Co. to maintain the proprietary Lutron lighting control system over five years at the Herbert C. Hoover Building location in Washington, D.C. Justification provided indicates the current Lutron-brand system must remain in place for continued operations. Evaluation will not be conducted, as this is a sole source notice rather than a full and open competition procurement.

Lutron Lighting System.

The Department of Commerce (DOC), Office of Space and Building Management (OSBM), intends to make a sole source award  pursuant to Federal Acquisition Regulation (FAR) 13.501.

*PREVIOUS INTENT TO SOLE SOURCE ATTACHED TO THIS NOTICE*

The agency plans to enter into a contract in a manner other than full and open competition because there are items peculiar to one manufacturer, and no other supplies or services will satisfy the agency's requirements.

The Department of Commerce (DOC) Office of the Secretary, Enterprise Services plans to issue a five (5) year (One 12-month base and four 12-month option periods, if exercised) contract for maintaining, repairing, necessary upgrading, and support of the current Lutron Lighting Control System at Herbert C. Hoover Building (HCHB) to Lutron Services Co, Inc.

Justification:

DOC must continue to maintain and use Lutron brand products and services throughout the HCHB because the current Lutron products/ software/infrastructure deployed and being utilized is solely Lutron brand, and it must remain in place to ensure the continuing operation of the Lutron lighting system. This solution has been thoroughly assessed for compliance with the lessor’s requirements (GSA) and with the HCHB Department of Commerce lighting system infrastructure specific to the Lutron brand and cannot be transferred to alternate products.

This announcement is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this announcement is for informational purposes only. However, any information received within seven days after the posting date of this notice will be considered by the Government.

THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 13.501) AND POSTING REQUIREMETNS OF  (FAR 5.203 (a) 1).

 A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED EMAIL ADDRESS.  INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.

Responses are due on Friday June 16, 2023, 5PM Eastern Daylight Time (EDT)  electronically to the Contract Specialist (CS)  and Contracting Officer (CO)
