About this opportunity

The United States Army Corps of Engineers Engineer Research and Development Center - Geotechnical and Structures Laboratory requires the procurement of a Luminar Iris LiDAR Sensor to validate computational models for robotic and autonomous systems research. This brand name requirement is being conducted under FAR 13.501 as a combined synopsis/solicitation, with the physical sensor needed to collect real-world data for comparison against computationally-developed models used in Army Reimbursable for Robotic and Autonomous Systems projects. The sensor must meet specific technical specifications including electrical requirements of 9-16V or 18-32V with approximately 25W power consumption and 250m range capabilities. Award will be made to the lowest priced technically acceptable offer, with responses required to be submitted to designated USACE email addresses by September 24, 2025. Vendors must include "Luminar Iris Lidar Sensor" in the subject line and provide their SAM CAGE code and UEI with quotations.

This procurement does not utilize any set-aside designations and no current contractors or incumbents are identified in the solicitation documents. The pricing schedule shows a single Contract Line Item Number for one Luminar Iris LiDAR Sensor with a delivery timeline of 7 weeks after order, though specific dollar amounts are not disclosed in the available documentation. The place of performance is listed as Vicksburg, Michigan, where the ERDC facility is located. Vendors must be actively registered in the System for Award Management with no active exclusions and complete FAR and DFARS registrations to be eligible for contract award. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6640 for Laboratory Equipment and Supplies.

Notice text

The United States Army Corps of Engineers (USACE) Engineer Research and Development Center - Geotechnical and Structures Laboratory (GSL) has a require ment for a Luminar LiDAR Sensor Purchase. ERDC intends to award a purchase order on a brand name basis in accordance with FAR

13.501. This is not a set-aside of any kind.

Market research indicates that Luminar Lidar Sensor is the brand name equipment for this procurement as Sensor models for a Luminar Iris lidar were already created us ing computational methods as required by an Army Reimbursable for Robotic and Autonomous Systems. For computational models to be considered trustworthy, those models must be validated with physical testing comparisons. A physical Luminar Iris lidar needs to be acquired to collect real world data that will provide validation and verification requirements for the computationally-developed model.

This is a Brand Name Requirement IAW FAR 13.501(a)(2).

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR sub part 12.6 as supplemented with additional information included in this notice.

Proposals are being requested at this time. No other formal solicitation will be issued.

Offerors shall include a quote with sufficient description and pricing to evaluate compliance with the requirements of the attached solicitation and description of re quirements. An award will be made to the offer with the lowest priced technically ac ceptable offer.

Provide a response to: CHL-CT QUOTES@usace.army.mil and Angela.Holcomb@usace.a rmy.mil

All responses must include Luminar Iris Lidar Sensor in the subject line of the response.

Note: In order to be eligible for award of a Government contract, vendors must be ac tively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS registrations. Please include SAM CAGE code and UEI with any quotation submitted. For more information, review the SAM website at https://www.sam.gov
