About this opportunity

The United States Marine Corps, specifically Marine Corps Base Hawaii (MCBH), has issued a Special Notice for a Luau Dinner and Venue contract. This notice announces the Government's intent to award a contract under FAR 12.102(a) for a simplified acquisition not exceeding the threshold, with the requirement being a single source contract with Hale Koa Hotel. The posting date was April 20, 2026, with submissions due by April 23, 2026. This is not a competitive solicitation, and no formal requests for quotes will be issued. The contract falls under the Food Service Contractors NAICS category (722310) and the Housekeeping-Food PSC category (S203).

The objective of this requirement is to host a Luau dinner event during a conference for approximately 200 conference attendees and their spouses, potentially totaling 400 individuals, on a Wednesday evening. The Government determined that Hale Koa Hotel is the only vendor capable of meeting venue-specific requirements while ensuring logistical efficiency and participant safety, as transporting 400 people to an alternate venue would necessitate approximately 33 fully-loaded 12-passenger vans and present significant security and coordination challenges during peak rush hour in Waikiki. Small-business firms that believe they can meet the stated requirements may submit a capability statement with supporting evidence demonstrating their ability to comply with the requirements by April 23, 2026 at 12:00 p.m. HST. Any questions or capability statements should be directed to the listed point of contact. There are no specific set-asides for this opportunity, and all interested contractors must demonstrate their qualifications through detailed capability statements rather than responding to a formal competitive solicitation.

Notice text

Marine Corps Base Hawaii (MCBH) intends to award a contract in accordance with FAR 12.102(a), for purchases not exceeding the simplified acquisition threshold and only one source reasonably available to Hale Koa Hotel.

The Government requires the use of Hale Koa Hotel for a Luau dinner on Wednesday during a conference, to ensure both logistical efficiency and participants’ safety. Moving over 200 conference attendees and their spouses, potentially totaling 400 individuals, to an alternate venue in the evening would present significant challenges. The coordination required to transport such a large group would present would involve the use of approximately 33 fully-loaded 12-passenger vans, navigating the busy streets of Waikiki during peak rush hour. This movement could result in delays and create security risks.

Due to venue specific requirements at the Hale Koa Hotel is the only vendor capable of providing the required dinner and venue, in compliance with site restrictions for up to 400 attendees.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 23 April 2026 at 12:00pm HST.

Questions and capability statements should be directed to the contact below.
