About this opportunity

The Defense Logistics Agency (DLA) issued this Limited Source Justification Notice to procure additional SAP brand name licenses including Procurement for Public Sector (PPS), Business Technology Platform (BTP) SAP Work Zone, and Business Warehouse/4 (BW/4) as an in-scope modification to existing contract 47QTCA-22-D-004D with incumbent contractor Advantage Solutions Inc. (ASI). The justification is based on the urgent need for these SAP licenses to support DLA's Enterprise Resource Planning (ERP) Transformation Program, where providing fair opportunity competition among all Enterprise Software Initiative (ESI) holders would result in unacceptable delays to critical migration efforts operating under strict timelines. The procurement supports cloud hosting, subscription licenses, and managed services for SAP and non-SAP applications across multiple option periods spanning from September 2022 through September 2026. ASI was selected as the sole source contractor due to their current role in providing SAP Support Services and related licenses, making it essential to add these licenses to the existing contract to maintain system continuity without disruption. The justification emphasizes DLA's significant $1 billion investment in SAP products over the past 10 years and the proprietary nature of SAP software that necessitates this noncompetitive approach to ensure successful ERP infrastructure upgrades and maintenance.

Notice text

Additional brand name SAP licenses: PPS, BTP SAP Work Zone, and BW/4 must be issued via in-scope modification to the incumbent, Advantage Solutions Inc. (ASI), because the agency’s need for the SAP licenses is so urgent that providing a fair opportunity among all ESI holders for SAP services would result in unacceptable delays in the migration efforts that are currently on a strict timeline. Given that ASI is currently carrying out SAP Support Services and providing related licenses, it is essential that these licenses be added to the current contract so that migration efforts are not delayed.

Awarded contract 47QTCA-22-D-004D to unknown vendor for unknown amount on 2022-09-26.
