About this opportunity
The U.S. Army Corps of Engineers, Omaha District, intends to issue an Invitation for Bid on or about 23 October 2026 for Lower Brule North Shoreline Stabilization and Ecosystem Restoration, Element 2, with bid closure on or about 3 December 2026. This is a 100% Small Business Set-Aside.
Work will be performed at Lower Brule Lake, South Dakota. Element 2 encompasses construction of a 100-foot-wide riparian planting bench, a gravel maintenance path, and a 200-by-1,500-foot island within Reach 4 in water up to three feet deep. The island will be planted with cottonwood trees and culturally significant vegetation, with a riprap revetment protecting the lakeward side from wind, wave, and ice erosion. The sheltered water area between the island and shoreline is anticipated to naturally develop into approximately 5.17 acres of emergent wetland and roughly 32 acres of riparian habitat.
The contractor must commence work upon contract award and complete all work within 550 days of Notice to Proceed, subject to potential revision before IFB issuance. Performance and Payment Bonds are required. Liquidated damages provisions will apply for failure to meet the completion deadline.
The estimated construction cost is between $10,000,000 and $25,000,000. NAICS code 237990 (Heavy and Other Civil Engineering Construction) applies, with a Small Business size standard of $45 million. A site visit is scheduled for 3 November 2026; details will be provided in the solicitation.
