About this opportunity
The Department of the Navy Naval Sea Systems Command, through the Naval Undersea Warfare Center Division Newport, is seeking to procure Low Radar Cross Section Mast (LRCSM) Inner Masts under a combined synopsis/solicitation. This procurement will establish a five-year Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) purchase order for specialized mast units that fall under NAICS code 334419 for Other Electronic Parts and Equipment Manufacturing. Offerors must provide technical approach documentation, capability statements, ISO 9001:2015 and NADCAP certifications, and three examples of past performance to qualify for consideration. The government will use a Lowest Price Technically Acceptable source selection process to evaluate submissions. The solicitation includes export-controlled drawings and specifications designated as Distribution Statement D, which are only available to Department of Defense contractors with valid Joint Certification Program (JCP) certification. Amendment 1 extended the submission deadline to August 11, 2025, at 2:00 PM EDT, with quotes required to maintain a 60-day validity period.
This opportunity is designated as a 100% small business set-aside with a size standard of 800 employees under NAICS code 334419. The maximum quantity for LRCSM units is established at 30 units, with pricing to be determined through a stepladder pricing approach across the contract period. The solicitation offers two potential bidding options: Option A allows offerors to request a first article waiver, while Option B includes first article delivery and testing requirements. No incumbent contractors or specific award values are mentioned in the available documentation. Performance will be FOB Destination to Newport, Rhode Island, indicating that delivery and risk transfer will occur at the Naval Undersea Warfare Center Division Newport facility. The specialized nature of these radar cross section mast components suggests this is a defense-related procurement supporting naval operations and stealth technology requirements.
