Response is limited to a total of six (6) pages maximum.
NOTE: The offerors technical approach must clearly demonstrate that it meets the specification documents (attached). Simply stating something to the effect that, “This proposal complies with or meets or exceeds the specification in the required documents” is not sufficient. An Offeror that simply states something to this effect and does not provide the level of system details in its technical approach as required above will be considered technically unacceptable.
(2) Capability Statement:
1. Offeror shall provide a capability statement describing company facilities, equipment and technical expertise.
(3) Required Certifications
1. Offeror must provide proof of ISO 9001:2015 certification.
2. Offeror must provide proof of National Aerospace and Defense Contractors Accreditation Program (NADCAP) certification.

(5) Fill out 52.211-8 TIME OF DELIVERY
(6) Total Evaluated Price
*Note on Past Performance evaluation: The past performance evaluation assesses the Offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. The Government may consider past performance information contained in the Supplier Performance Risk System (SPRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). The Government may use other information such as the Contractor Performance Assessment Reporting System (CPARS) or other data available from Government sources to evaluate an Offeror’s past performance. The Government may also contact all or some of each Offeror’s customers to obtain past performance information. The Government reserves the right to limit or expand the number of references it decides to contact and contact references other than those provided by the Offeror. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered neutral.
TOTAL EVALUATED PRICE
The Government will calculate the total evaluated price as follows:
The Government will multiply the unit price by the maximum quantity for each range to derive the extended price for each range.
Next, the Government will add the extended prices for all ranges of each Option CLIN and divide by the sum of the maximum quantity of all ranges of that CLIN to find the average unit price.
The Government will multiply the average unit price by the maximum number of units of the highest range of the Option year to arrive at a total evaluated price for the Option year.
The following is an example:
Option Year 1
CLIN Description From Quantity
To Quantity
Unit Price Extended Price
0001 LRCSM 1 5 $100 $500
5 10 $90 $900 10 20 $80 $1,600 20 30 $70 $2,100 Total 65 $5,100
The total line item amount for CLIN 0001 is $5,100.
Average unit price = $300,000/65 = $78.46
The Government will multiply the average unit price by the maximum quantity of 30 units to arrive at the Total Evaluated Price (TEP) for the contract to determine lowest price.
**NOTE: The above step ladder ranges and prices are EXAMPLES ONLY. This example does not obligate the Government to purchase these quantities; it is simply to demonstrate the method the Government will use to calculate the total evaluated price.
Additional terms and conditions:
1. Contractor MUST have an active registration in SAM at the time of quote submission.
2. Offeror shall build the cost of shipping into unit prices. There will not be a separate CLIN for shipping costs.
3. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
4. The Government’s preferred method of payment is Government Purchase Card (Mastercard) but if there is a credit card surcharge, the per unit price is more than $5,000, or the offeror does not accept Mastercard then the method of payment will be electronic payment via Wide Area Workflow (WAWF).
5. Quotes and any attachments shall be readable by Microsoft Office or Adobe Acrobat. Offeror shall include item prices, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor SAM Unique Entity ID. (b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government.
