About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland intends to award a Basic Ordering Agreement (BOA) for Low Probability of Intercept (LPIA) Radar Altimeter systems and associated software to support multiple branches of the U.S. Department of Defense and international programs. The procurement covers the RT-1805/APN-02, RT-1805/APN-04, and RT-1805/APN-05 receiver-transmitter systems along with their respective software packages. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1) and FAR Part 6.302-1, with the justification that only one responsible source can satisfy the agency's requirements. While this pre-solicitation notice is not a formal request for proposals, interested parties may submit information regarding their capabilities by the February 23, 2026 deadline. The Government will evaluate all responses received to determine whether a competitive procurement should be conducted, though no phone inquiries will be accepted.
This procurement carries no set-aside designation and identifies BAE Systems of Wayne, New Jersey as the intended sole-source contractor and original equipment manufacturer of both the hardware and software components. As the sole designer, developer, and OEM, BAE Systems possesses the exclusive ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The notice does not specify an award value, budget range, or quantity requirements for the LPIA systems or anticipated service timelines. The Government has explicitly stated that it does not intend to fund the development or qualification of alternative sources and retains sole discretion regarding whether to proceed with a competitive procurement based on responses received. Interested contractors should note that submission of capability information does not constitute a formal proposal submission and is being used solely for source determination purposes.
