About this opportunity

The Department of Homeland Security Customs and Border Protection is seeking proposals to establish multiple award indefinite delivery, indefinite quantity contracts for low energy portal systems and associated maintenance and training services to support its Non-Intrusive Inspection program. Offerors must provide low energy portal equipment, operator booths, shelters, and logistical support services. Proposals will be evaluated using a tradeoff analysis of technical and price factors, with awards made to contractors that provide the best overall value to the government. Questions are due by February 22, 2021 and proposals are due by March 8, 2021.

There is no set-aside designation specified. The solicitation is issued under NAICS code 334517 for Irradiation Apparatus Manufacturing. The place of performance will be within the United States at land ports of entry. Contractors may supply pre-primary and secondary passenger vehicle scanning systems, as well as bus and truck scanning systems. The period of performance is five years for the IDIQ contracts, with deliveries expected for up to ten years after acceptance. ***3/4/2021 - Questions and Answers added, along with revised FRD and SOW (reflecting changes listed in Q&A).  The RFP close date is extended to 4:00PM ET of March 10, 2021.

The purpose of this amendment is to clarify information found in the RFP.  The language on page 57/58 governs, and the language on page 65 that states "All volumes, including the video, must be received by the closing date of the RFP" is incorrect. This should read  “The Phase 1 package, including the video, must be received by the close of the RFP".  Only the Phase 1 package and the video are due by close of the RFP.

This is a combined synopsis and solicitation for commercial items prepared in accordance with Parts 12 and 15 of the Federal Acquisition Regulation (FAR) and supplemented with the additional information included in this notice. This is issued as a request for proposals (RFP). The RFP is attached to this notice.

The provisions and clauses incorporated into the solicitation are those in effect through Federal Acquisition Circular 2021-04. Referenced FAR clauses can be found at www.acquisition.gov. This synopsis/solicitation is issued for full and open competition under the NAICS 334517 for "Irradiation Apparatus Manufacturing".

This RFP is for Low Energy Portals for the Non-Intrusive Inspection program. In addition to the systems, this solicitation covers associated services (such as maintenance and training). The attached Statement of Work provides details.

The intent of this RFP will be the establishment of a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract

Supplies or services will be purchased via delivery or task orders during the ordering period of the contract.

FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

FAR 52.212-2, Evaluation-Commercial Items is included. The contract will be awarded according to a trade-off analysis as outlined in the attached RFP.

Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with any offer, unless already registered as active in the System for Acquisition Management (SAM) at www.sam.gov.

FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional clauses cited by that clause are applicable and can be found in the attached RFP.

All other terms and conditions can be found in the RFP.

No Defense Priorities and Allocations System (DPAS) rating has been assigned.

Offers are due by 4:00 PM ET, March 8, 2021.
