About this opportunity

The United States Air Force Metrology and Calibration (AFMETCAL) program is conducting market research for a Low Background Infrared (LBIR) Service Contract to support the LBIR facility located at the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland. The contract aims to provide research and service assistance for infrared calibration services primarily supporting missile defense systems, including maintaining specialized equipment like cryogenic transfer radiometers and supporting calibration of low-background infrared detectors. Potential offerors must provide detailed information about their technical capabilities, recent contract history, and ability to perform the required work, with evaluation criteria focusing on company experience, technical expertise, and capability to meet complex scientific requirements. Responses to this Request for Information (RFI) are due by May 5, 2025, at 2:00 PM ET, and companies are encouraged to demonstrate their qualifications through comprehensive documentation. The government is seeking both large and small businesses, with joint ventures and teaming arrangements specifically encouraged.

The contract is classified under NAICS code 541380 with a size standard of $16.5 million, and is structured as a one-year basic contract with three potential one-year option periods. No specific set-aside designations are currently in place, and there are currently no funds allocated for the acquisition. The contract requires hiring specialized personnel, including two senior principal scientists with Ph.D. degrees, one senior MA/MS scientist, and one senior technician, all with extensive experience in cryogenic systems and infrared instrumentation. Potential offerors must provide their Commercial and Government Entity (CAGE) Code, confirm SAM registration, indicate business size and socioeconomic status, and provide an estimated timeline for submitting a technical proposal and potential pricing for the basic and option years. The work will involve supporting the LBIR facility's spectral and broadband measurement capabilities in a 20-kelvin background environment, with a focus on calibration services for missile defense test chambers and sensor-seeker systems.

This sources sought is looking for potential sources to perform the workload described in the Statement of Work (SOW) at this facility.  The LBIR Facility located at the NIST Sensor Science Division in Gaithersburg, MD provides the infrared user community with a calibration base that includes both spectral and broadband measurements in a 20 K background environment. The spectral calibration capability is currently developed in three areas: spectral calibration of low-background infrared detectors, characterization of optical components, and three cryogenic transfer radiometers, Ballistic Missile Defense Organization (BMDO) Transfer Radiometer (BXR), Missile Defense Transfer Radiometer (MDXR) and User Transfer Radiometer (UXR) used to evaluate highly collimated infrared sources (e.g. Test Chambers) such as those located at RMS, JHU-APL, AEDC and NGI. The broadband measurements are performed for the calibration of blackbodies in radiance mode.

A potential offeror will be tasked with completing the duties and responsibilities outlined in the attached Draft Statement of Work (SOW).

The NAICS code assigned to this acquisition is 541380 with a size standard of $16.5 million dollars.
