About this opportunity
The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, MD, intends to negotiate a sole-source contract modification with Sikorsky, A Lockheed Martin Company, for procurement of additional initial spares for Lot 9 in support of the CH-53K aircraft program. The contract will be awarded under 10 U.S.C. 2304(c)(1), which allows for other than full and open competition, specifically because Sikorsky is the sole responsible source that can satisfy Marine Corps requirements. Sikorsky is recognized as the designer, developer, and exclusive producer of the CH-53K aircraft, possessing unique technical skills and comprehensive knowledge of the aircraft's design, fabrication, performance, and support characteristics. The government will consider proposals received within fifteen days of the publication date, though this is not a competitive solicitation. Interested parties may identify their capability to respond, with the government retaining full discretion in determining whether to compete the proposed contract.
The pre-solicitation notice indicates no specific set-aside designation for this procurement. The contract modification is being made under existing Contract N00019-22-C-0004 with Sikorsky, with the specific focus on procuring initial spares for Lot 9. While no specific award value is disclosed, the procurement is for aircraft manufacturing in the NAICS code 336411 and PSC category 1520 for rotary wing aircraft. Potential subcontracting opportunities can be discussed with Jason Lockwood, Sikorsky's Subcontracting Manager, who can be reached at 203-225-3657. The primary contracting contacts are Julie Kemp, Contract Specialist, and Kevin Ritter, Procuring Contracting Officer, both from the Naval Air Systems Command located in Patuxent River, MD. Sikorsky is the exclusive source for these aircraft components, which underscores the sole-source nature of this contract modification.
