About this opportunity
The U.S. Army Corps of Engineers Portland District seeks supply and incidental installation of three online Dissolved Gas Analysis (DGA) monitoring systems for generator step-up transformers at Lookout Point Powerplant, with proposals due September 21, 2026. The procurement is set aside for small business (women-owned small business category), with NAICS 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, and PSC 6630, Chemical Analysis Instruments.
Place of performance is Jacksonville, OR 97530 (Lookout Point Powerplant in Lowell, Oregon). Delivery is FOB Destination by March 1, 2027, with shipments restricted to Monday through Thursday, 7:00 a.m. to 3:00 p.m., excluding Federal holidays.
Each DGA monitor must measure nine gases (hydrogen, oxygen, methane, carbon monoxide, carbon dioxide, ethylene, ethane, acetylene, and nitrogen) with defined accuracy ranges and minimum detection limits, plus total dissolved combustible gas, total hydrocarbon, oil temperature, moisture-in-oil, and ambient temperature. Systems must support remote alarm configuration, RS-485 and Ethernet communications interfaces, Modbus and DNP3 protocol support, and PC-based analysis software requiring no internet access. Installation must comply with NFPA 70 electrical code standards and manufacturer recommendations. The contractor must provide a manufacturer-qualified field engineer or technician for on-site installation, functional testing, and system verification; eight hours of manufacturer-approved training; and Operation and Maintenance manuals in hardcopy and PDF formats. All shipping costs must be included in quoted prices. Product verification requires coordination with the Contracting Officer at least 14 calendar days in advance. Amendment 2 (September 10) clarified gas extraction methods as headspace gas extraction or photo-acoustic spectroscopy and removed day/night display and RTU protocol requirements.
