About this file

This is Amendment 0002 to a Statement of Work (SOW) for Lookout Point Powerplant's Dissolved Gas Analysis (DGA) monitoring system procurement, issued by the U.S. Army Corps of Engineers Willamette Valley Project on 10 September 2026. The amendment revises the SOW in response to a bidder inquiry, with additions highlighted and no deletions shown.

The project requires furnishing and installing three complete online DGA monitoring systems, one for each of the powerplant's generator step-up transformers dating from the mid-1950s. The contractor must provide all installation materials, an on-site field engineer or technician to perform installation and lead functional testing and system verification, on-site training (8 hours with manufacturer-approved instructor), and Operation and Maintenance manuals in hardcopy and PDF format. The DGA monitors must measure and record nine specific gases (hydrogen, oxygen, methane, carbon monoxide, carbon dioxide, ethylene, ethane, acetylene, and nitrogen) with defined accuracy tolerances and minimum ranges, along with total dissolved combustible gas, total hydrocarbon, oil temperature, moisture-in-oil, and ambient temperature. Key system features include remote alarm configuration, physical layer interfaces for RS-485 and Ethernet communications, three 4-20 mA inputs, Modbus and DNP3 protocol support, and PC-based software for remote analysis without Internet access. The amendment's primary changes include: merging and revising the first and third bullet points regarding gas extraction methods, replacing an ASTM standard reference with specific acceptable methods (headspace gas extraction and photo-acoustic spectroscopy), deleting a day/night display requirement, deleting "RTU" from protocol requirements, and deleting the fifth bullet point in the installation supplies section. All equipment must be delivered FOB Destination to Lowell, Oregon, with shipments restricted to Monday through Thursday 7:00 a.m. to 3:00 p.m., excluding Federal holidays. Product verification must be coordinated with the Contracting Officer at least 14 calendar days in advance.
