About this opportunity

The Defense Logistics Agency Land and Maritime is conducting a pre-solicitation notice for a long-term contract to supply ten distinct National Stock Numbers (NSNs) encompassing various military components including actuators, switches, rings, extractors, batteries, and gun parts. The procurement requires contractors to meet stringent quality control and compliance standards, including mandatory Cybersecurity Maturity Model Certification (CMMC) Level 2, adherence to military specifications such as MIL-STD-2073-1E and MIL-STD-129, International Traffic in Arms Regulations (ITAR) compliance, and Product Verification Testing (PVT). Contractors must demonstrate capability to manufacture items meeting exacting military standards and possess the technical capacity to support both overseas and domestic customers, including Alaska, Hawaii, and U.S. possessions. All items are designated as critical application items subject to rigorous inspection and acceptance protocols, with first article testing and source control drawing compliance required. The solicitation was posted on December 15, 2025, with proposals due by February 2, 2026, providing potential offerors approximately six weeks to prepare their submissions.

This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities. The estimated annual demand totals 744 units across the ten NSNs, with individual line items ranging from four units (NSN 1015012929239) to 298 units (NSN 5330010318479). Delivery requirements specify that inspection and acceptance will occur at the origin for all items except NSN 5330010318479, with FOB Destination terms applied and shipment directed exclusively to CONUS stock locations. The contractor will be responsible for packaging and preservation in compliance with detailed technical requirements, maintaining a typical shelf-life of 60 months, and providing comprehensive documentation and sample submissions for testing. No specific award value or budget range is disclosed in the pre-solicitation notice, though the long-term nature of the contract and annual demand volumes suggest a substantial procurement commitment.
