The Foreign Press Centers, part of the Bureau of Global Public Affairs, engages international media professionals to advance U.S. foreign policy priorities and counter adversarial messaging through five program types: Media Co-operatives (2 journalists, 2–3 cities, 8–10 nights); Large International Reporting Tours (12–20 journalists, 2–3 cities, 8–10 nights); Small International Reporting Tours (2–4 journalists, 2 cities, up to 7 nights); Domestic Reporting Tours (10–20 U.S.-based foreign correspondents, 1–2 cities, 2–3 nights); and Local Reporting Tours (5–20 U.S.-based foreign correspondents, one day only from Washington, D.C. or New York).
The contractor shall coordinate domestic travel, lodging, ground transportation, and meeting space; issue per diem and incidental expense funds in adherence to GSA regulations; arrange group meals; distribute and collect Foreign Press Centers' Terms and Conditions forms; provide SIM cards; collect passport and visa information; arrange ground transportation; issue limited emergency health insurance; maintain organized records in compliance with federal privacy and records management requirements; provide one staff member for Large Tours when needed; subcontract travel facilitators for Media Co-op programs; track program progress on shared documents; provide draft project budgets within one week of request; and submit detailed invoices with supporting documentation within 30 days of program conclusion.
Performance shall take place throughout the United States. The base period runs September 30, 2026 through September 29, 2027, with four one-year option periods available through September 29, 2031. The Government will provide 60 days' notice before exercising options, contingent upon satisfactory performance, continued program need, and funding availability.
