About this opportunity

The Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity seeks logistics support for a regional meeting and training workshop on the Mekong River Commission SVP Webtool in Laos, with proposals due July 14, 2026 and questions due July 7, 2026. The procurement is set-aside for Total Small Business.

Performance of work includes venue coordination, accommodation, ground transportation, catering, audiovisual equipment, interpretation services, materials preparation, participant registration, and on-site support for a one-day regional meeting with four member countries and a two-day SVP tool training in Laos. The period of performance is six months from award. The solicitation is issued under FAR Part 12 as a combined synopsis and RFP for commercial services; this notice constitutes the only solicitation document, and no separate written solicitation will be issued.

The contract will be awarded as firm-fixed price to the responsible offeror offering best value. Evaluation uses three equally weighted factors: Technical Understanding and Approach (demonstrating feasibility, Government goal alignment, operational responsiveness, with required labor category breakdowns and hours per task); Past Performance (relevant experience with content-driven web platforms and government or mission-oriented initiatives); and Price (evaluated for reasonableness). Technical and past performance use adjectival ratings from Outstanding to Unacceptable and Substantial Confidence to No Confidence, respectively. The Government intends to award without negotiations but reserves the right to conduct negotiations if necessary.
