About this file
This is a Request for Proposal (RFP) issued by the U.S. Army Corps of Engineers (USACE) Mission Support Battalion for logistics support services related to the implementation of an MRC SVP Web Tool. The solicitation will be conducted under Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 procedures for commercial products and services. The period of performance is six months from the date of award. Proposals must be submitted electronically in PDF format by 1630 EDT on 14 JUL 2026, with requests for clarifications due by 1630 EDT on 07 JUL 2026. The requirement is structured as five contract line items (CLINs 0001–0005) with separate pricing for labor, materials, and travel components, and will be awarded as a firm-fixed price contract to the responsible offeror offering the best value to the Government.
The RFP evaluation will use three equally weighted factors: Technical Understanding and Approach (demonstrating feasibility, Government goal alignment, and operational responsiveness, with required labor category breakdowns and hours per task); Past Performance (relevant experience with content-driven web platforms and government or mission-oriented initiatives); and Price (evaluated for reasonableness). Technical and past performance factors use adjectival ratings ranging from Outstanding to Unacceptable and Substantial Confidence to No Confidence, respectively. The Government intends to award without negotiations but reserves the right to conduct negotiations if necessary. Offerors must be registered in the System for Award Management (SAM) database. Proposals should be marked "Source Selection Sensitive" and submitted separately for technical and price components to Contract Specialist Shanti Singh (shanti.singh@usace.army.mil), with a copy to Contracting Officer David A. Kaplan (David.A.Kaplan@usace.army.mil). The solicitation incorporates standard FAR and RFO commercial product/service clauses along with applicable DFARS provisions related to cybersecurity, export controls, and DoD-specific requirements.

Request for Proposal (RFP)
Enclosed is the Performance Work Statement (PWS) for services entitled “Logistics Support for Implementation of MRC SVP Web Tool”.
The Government will utilize the procedures at Revolutionary Federal Acquisition Regulation
Overhaul (RFO) Part 12 for the issuance of this award. The Period of Performance is six months from date of award. See the individual tasks within the PWS for more details about the Period of
Performance schedule.
Basis of Award:
All proposals received in response to the Request for Proposal (RFP) will be comparatively evaluated in accordance with RFO 12.203(c)(2) using the factors found at RFO 12.203
“Evaluation”. The objective of the evaluation process is to award a contract to the responsible offeror whose proposal is determined to represent the “Best Value” to the Government using price, and other non-price factors considered by the Contracting Officer.
The Government intends to make awards without negotiations; however, the Government may determine that negotiations are necessary. For this reason, the offeror’s proposal must be complete and contain their most favorable terms. The proposal shall address and contain the information listed below.
Evaluation Factors:
Offerors shall submit proposals that address each of the evaluation factors listed below. The
Government will evaluate proposals based on the degree to which they demonstrate a clear understanding of the requirements and ability to successfully perform the work. Each factor will be assessed and evaluated independently to support a best value determination.
Factors 1 through 3 are of equal importance.
Factor 1: Technical Understanding and Approach
The proposal must demonstrate feasibility, alignment with Government goals, and responsiveness to potential operational challenges. Offerors must include an information table that details the labor categories, mix of labor and quantity of labor hours per task in the PWS.
The Technical Factor will be rated using the following adjectival ratings:
RATING DESCRIPTION
OUTSTANDING
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
GOOD
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
ACCEPTABLE
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
MARGINAL
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
UNACCEPTABLE
Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies or significant weaknesses, and is unawardable, and/or risk of performance is unacceptably high.
Factor 2: Past Performance
The proposal will be evaluated on the offeror’s demonstrated experience supporting content-driven web platforms and similar government or mission-oriented initiatives. The proposal must include performance history that is relevant to the scope of work in the PWS, and history should demonstrate the offeror’s ability to deliver results that meet or exceed quality expectations.
The Past Performance Factor will be rated using the following adjectival ratings:
RATING DESCRIPTION
Substantial
Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory
Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral
Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited
Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No
Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Factor 3 – Price:
Price will be evaluated for reasonableness in accordance with RFO 12.203(c). The price to be analyzed is the total price inclusive of all tasks (including options).
Contract Line Items: This requirement and associated contract line-item numbers (CLIN) are provided below (also are contained below within the PWS):
