About this opportunity

The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron is seeking to consolidate logistics readiness services across Air Force and Space Force installations through a single Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle. The procured services encompass six functional areas: Material Management, Traffic Management, Vehicle Management, Fuels Management, Ground Transportation, and Air Transportation, with contractors required to provide personnel, equipment, supplies, tools, materials, and comprehensive program management at government facilities. Key qualifications include trained and certified personnel, appropriate security clearances, compliance with Department of Labor wage determinations, and established quality management systems. Contractors must demonstrate capability across multiple geographically separated installations and possess experience with surge support during contingencies and concurrent operations at multiple locations. Responses to this Request for Information must be submitted by February 17, 2026, at close of business to richard.thorp.4@us.af.mil using the provided Company Response template with supporting documentation.

This pre-solicitation notice uses no set-aside designation and does not identify specific incumbent contractors, though it references consolidating 34 separate existing contracts into the unified IDIQ vehicle. The anticipated contract value is substantial, with the primary NAICS code (561210 – Facilities Support Services) carrying a $47.0 million size standard, and the contract structure includes a five-year ordering period with individual task orders ranging from one to five years to potentially support all Air Force bases including surge capacity. The Government is actively seeking responses from small businesses, including those interested in joint ventures or partnerships to address specific functional areas where they may lack independent capability. Respondents must indicate capability to provide services at a location matrix covering 30 Air Force bases, Air Reserve bases, and other installations including domestic and remote international sites. This RFI is for planning and informational purposes only and does not constitute a commitment to issue a solicitation or make an award, with all submitted information becoming Government property.
