About this opportunity
The Defense Logistics Agency Distribution intends to award modifications to existing delivery order SP3300-20-F-1300 on a sole-source basis to Advantaged Solutions, Inc. for additional software development addressing design gaps and organizational change management support for the Enterprise Distribution Center Modernization program.
The justification cites FAR 6.302-1 and 41 U.S.C. 3304(a)(1), establishing that Advantaged Solutions is the only responsible source capable of performing the work. ASI is currently the incumbent contractor responsible for developing and deploying the Warehouse Execution System (DiQ Optimize) solution and has established integration coordination with the Warehouse Management System. The modifications include software development to address two WES design gaps (material weight/dimension accuracy in item master data and consolidation logic within the Consolidated Freight System), relocation of automated conveyor emergency stop buttons for safety compliance, repair or replacement of three damaged catwalk ceiling support frame anchors, development of a compressed testing schedule to support project timeline recovery and Go-Live date shift, and cybersecurity documentation to achieve Authority to Operate status for the AutoStore Fire Suppression System. Awarding to another vendor would create unwarranted integration complexity, require multiple mobilizations at increased cost, and jeopardize schedule criticality. ASI's on-site presence, established security and cyber certifications, and concurrent development of the DiQ solution support sole-source justification. Place of performance is the Enterprise Distribution Center with contracting activity at DLA Distribution J7 in New Cumberland, Pennsylvania. Market research evaluated commercial off-the-shelf products and industry-standard hourly rates for equivalent programmer services.
Notice text
In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates issuing modifications to existing EDC Modernization Delivery Order SP3300-20-F-1300 on a sole source basis to Advantaged Solutions, Inc. for additional software development due to design gaps, and additional OCM support. Advantage Solutions Inc. has a general contractor on site to make modifications to the facility, to include the requirements listed above. Awarding to another vendor would add unwarranted complexity to the integration of systems. Additional vendors would require them to mobilize multiple times at an increased cost. ASI is already contracted to perform the installation and integration requirements listed above, which need to be appropriately coordinated for the work to be performed. In accordance with FAR 6.302-1, Advantage Solutions, Inc. is the only responsible source capable of providing these requirements at this time. The J&A for the modifications are being posted as part of this notice. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
Awarded contract SP3300-20-D-0021 to unknown vendor for unknown amount on 2020-09-24.
