About this file

This is a Sole Source Justification memorandum for a commercial acquisition issued by the Defense Logistics Agency (DLA) Distribution for an increased scope modification to an existing firm-fixed price contract.

The contracting activity is DLA Distribution J7 located in New Cumberland, Pennsylvania. The requirement involves software development services for a Warehouse Execution System (WES) Design Gap (Design Gap 27) that addresses Dematic Automated Guided Vehicle (AGV) permanent moves and drop locations to support Foreign Military Sales (FMS) and Consolidated Freight Sorter (CFS) mission workload capabilities. The modification will be awarded to Advantaged Solutions, Inc. (ASI), located at 1455 Pennsylvania Avenue NW Suite 800, Washington, D.C. 20004-3024, under existing contract SP3300-20-D-0021/SP3300-20-F-1300. The justification for sole source procurement is based on ASI's current involvement in developing the WES solution for the EDC Modernization program, established integration coordination with the Warehouse Management System (WMS), critical schedule requirements, ASI's on-site presence with existing security and cyber certifications, and ASI's concurrent development of the DiQ solution. The document notes that market research was conducted on commercial off-the-shelf (COTS) products and average hourly costs for mid-range programmer services based on interface complexity. Fair and reasonableness of pricing will be evaluated through comparison against current market pricing information for equivalent services. The restriction of sources is justified under 41 U.S.C. 3304(a)(1), with one expected quote/offer.

4. Market Research and Interested Sources

One estimating method was used in the development of this IGCE. a. Market Research - Conducted market research of industry leaders for pricing their commercial off-the-shelf (COTS) products that could be used as sub-components of the system. For the WES Design updates, market research was conducted to determine average hourly costs for a mid-range programmer who could successfully complete the updates to the existing WES. Number of hours estimated was based on the complexity of the interface that requires design and development.

5. Justification Rationale

Restriction of sources for this acquisition is justified in accordance with 41 U.S.C. 3304(a)(1)

It would be the best interest of the government to add this requirement to the current EDC Modernization delivery order for multiple reasons.

•ASI is currently developing the WES solution for the EDC and coordination for integration with the WMS has already been established.

• The timeliness of execution is critical to the overall schedule and critical path.

•ASI is already on site and vetted for immediate execution.

•ASI is currently developing the DiQ solution for EDC and coordination for integration is necessary for Design Gap implementation.

6. Other Supporting Facts

Contract modification award supports existing LMIS contract vehicle. Full and open solicitation to another vendor would require time-consuming solicitation, site visits, design submittals, cyber security requirements, and NIST certifications. Another vendor would also require cooperation from ASI. Based on the above, it is essential to the Government’s requirement to continue with the current contractor, ASI, precluding consideration from another company.
