About this opportunity
The Defense Logistics Agency Distribution issued a Limited/Sole Source Justification Notice on March 30, 2026, for contract modifications to an existing delivery order (SP3300-20-F-1300) with Advantaged Solutions, Inc. for the Logistics Modernization Integration Support (LMIS) program at an Enterprise Distribution Center. The scope of work includes relocation of emergency stop buttons on an automated conveyor system, repair of catwalk structural components, resolution of two warehouse execution system design gaps through additional software development, implementation of a compressed testing schedule to support a defined go-live date, and cybersecurity documentation to meet federal compliance standards including FISMA requirements. The sole source justification under FAR 6.302-1 is based on Advantaged Solutions, Inc.'s existing role as the general contractor on-site developing and integrating the Warehouse Execution System (WES/DiQ Optimize) solution, with the determination that awarding to another vendor would introduce unwarranted complexity, require redundant mobilization efforts at increased cost, and compromise critical coordination necessary for successful system integration. The original contract SP3300-20-D-0021 was awarded on September 24, 2020, though the specific award value is not disclosed in this notice. This modification represents an increased scope addition to maintain schedule continuity and support the defined enterprise facility modernization critical path.
Notice text
In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA)
anticipates issuing modifications to existing EDC Modernization Delivery
Order SP3300-20-F-1300 on a sole source basis to Advantaged Solutions,
Inc. for relocation of estops, reapris to catwalk frame, revised testing approach, go live shift, additional software development due to design gaps, and an ATO to meet cybersecurity requirements.
Advantage Solutions Inc. has a general contractor on site to make
modifications to the facility, to include the requirements listed above.
Awarding to another vendor would add unwarranted complexity to the
integration of systems. Additional vendors would require them to mobilize
multiple times at an increased cost. ASI is already contracted to perform
the installation and integration requirements listed above, which need to
be appropriately coordinated for the work to be performed.
In accordance with FAR 6.302-1, Advantage Solutions, Inc. is the only
responsible source capable of providing these requirements at this time.
The J&A for the modifications are being posted as part of this notice.
This is not a solicitation for proposals or an invitation for bids. The
Government does not anticipate receiving responses to this notice of a
non-competitive action.
Awarded contract SP3300-20-D-0021 to unknown vendor for unknown amount on 2020-09-24.
